A RESOLUTION commemorating the 250th Anniversary of the founding of the 1
United States of America. 2
WHEREAS, July 4th, 2026, marks the 250th anniversary, or Semiquin centennial, 3
of the adoption of the Declaration of Independence by the Second Continental Congress 4
in Philadelphia in 1776, signifying the founding of the United States of America; and 5
WHEREAS, the Declaration of Independence proclaimed timeless principles of 6
profound significance to the national heritage of the United States, including that all are 7
created equal and endowed with certain inalienable rights, including life, liberty, and the 8
pursuit of happiness, and that governments derive their just powers f rom the consent of 9
the governed; and 10
WHEREAS, the founding of the United States established the principle of 11
federalism, emphasizing a decentralized system of government wherein powers are 12
divided between national and state governments, fostering liberty, accountability, and 13
responsiveness to local communities; and 14
WHEREAS, this decentralized governance model has allowed for innovation, 15
diverse policy approaches, and stronger accountability to the citizens of each state, 16
ensuring that government remains close to and reflective of the people's will; and 17
WHEREAS, the founding of the United States initiated a journey toward forming a 18
"more perfect Union," marked by historic achievements, struggles, and progress in 19
realizing the nation's founding ideals for all its citizens; and 20
WHEREAS, the Commonwealth of Kentucky has played a significant role 21
throughout the history of the United States, contributing to the nation's development, 22
culture, economy, and defense through the efforts and sacrifices of its citizens; and 23
WHEREAS, the Semiquincentennial offers a unique opportunity for the people of 24
Kentucky to reflect on our shared history, honor the diverse contributions of all 25
Americans, celebrate our heritage of liberty, and look forward to the future we strive to 26
create for subsequent generations; and 27

WHEREAS, commemorative activities across Kentucky will provide e ducational 1
opportunities, foster civic engagement, encourage community participation, and 2
strengthen appreciation for the history, federalist principles, and foundational ideals upon 3
which both the nation and our Commonwealth were built; 4
NOW, THEREFORE, 5
Be it resolved by the House of Representatives of the General Assembly of the 6
Commonwealth of Kentucky: 7
Section 1. The members of the House of Representatives hereby recognize and 8
commemorate the upcoming 250th Anniversary of the founding of the United States of 9
America on July 4th, 2026. 10
Section 2. The members of the House of Re presentatives encourage all citizens, 11
communities, educational institutions, civic organizations, and businesses within 12
Kentucky to participate in commemorative events and activities that reflect on our 13
history, celebrate our achievements, and reaffirm our commitment to the ideals of liberty, 14
equality, self-government, and federalism. 15
Section 3. The members of the House of Representatives strongly encourage 16
educational institutions across Kentucky to enhance civics educa tion, ensuring that future 17
generations understand the critical importance of active civic participation, the principles 18
of federalism, and the decentralized governance that protects liberty and promotes 19
responsive government. 20
Section 4. The Clerk of the House of Representatives is directed to transmit a 21
copy of this Resolution to Representative James Tipton. 22
Section 5. The Clerk of the House of Representatives is directed to send a cop y 23
of this Resolution to every school district in Kentucky. 24
