A RESOLUTION urging United States Attorney General Pam Bondi to investigate 1
and prosecute individuals implicated in criminal activities related to the Jeffrey Epste in 2
files and recognizing the efforts of Kentucky's own Representative Thomas Massie in 3
securing their public release. 4
WHEREAS, Jeffrey Epstein was a convicted sex offender whose criminal activities 5
involved the sexual exploitation and trafficking of minors and whose network included 6
numerous high-profile individuals; and 7
WHEREAS, in 2025, Representative Thomas Massie introduced and led the 8
passage of H.R. 4405, the Epstein Files Transparency Act, which requires the Department 9
of Justice to release all uncla ssified records, documents, communications, and 10
investigative materials related to the investigation and prosecution of Jeffrey Epstein, 11
with limited exceptions for victim privacy; and 12
WHEREAS, in November 2025, the bill was enacted after passing the United States 13
House of Representatives with overwhelming approval, 427 -1, and the Senate by 14
unanimous consent; and 15
WHEREAS, the enactment of the Epstein Files Transparency Act led to the release 16
of millions of pages of documents, images, and videos in late 2025 and early 2026; and 17
WHEREAS, these disclosures have revealed new details about Jeffrey Epstein's 18
network and potential associations with participants, as well as evidence that may 19
indicate additional criminal conduct, while also raising ongoing concerns a bout 20
incomplete releases, excessive redactions, and the need for full accountability; and 21
WHEREAS, the people of Kentucky, including the constituents of Representative 22
Thomas Massie, have a vested interest in ensuring federal law enforcement upholds the 23
rule of law, protects vulnerable individuals, pursues justice without fear or favor, and 24
builds on the transparency achieved through the Epstein Files Transparency Act; and 25
WHEREAS, the Kentucky House of Representatives commends Representative 26
Thomas Massie's persistent efforts to expose the Jeffrey Epstein files and believes that 27

any credible evidence of criminal wrongdoing uncovered therein warrants thorough 1
investigation and appropriate prosecution; 2
NOW, THEREFORE, 3
Be it resolved by the House of Representatives of the General Assembly of the 4
Commonwealth of Kentucky: 5
Section 1. The House of Representatives urges United States Attorney General 6
Pam Bondi to direct the Department of Justice to conduct a comprehensive review of all 7
materials released pursuant to the Epstein Files Transparency Act, legislation 8
spearheaded by Kentu cky's Representative Thomas Massie, and to pursue criminal 9
charges against any individual for whom there is sufficient evidence of violations of 10
federal law, including but not limited to sex trafficking, exploitation of minors, 11
conspiracy, or related offenses. 12
Section 2. The House of Representatives expresses appreciation for 13
Representative Thomas Massie's leadership in making the Jeffrey Epstein files public, 14
thereby advancing justice for victims and transparency for the American people. 15
Section 3. The Clerk of the House of Representatives is directed to transmit a 16
copy of this Resolution to the United States Attorney General, the President of the United 17
States, the Speaker of the United States House of Representatives, the Majority Leader of 18
the United States Senate, Representative Thomas Massie, and each member of the 19
Kentucky congressional delegation. 20
