A RESOLUTION commending Taiwan for its deepening relations with the United 1
States and the Commonwealth of Kentucky. 2
WHEREAS, Taiwan and the United States of Ameri ca are long-standing allies that 3
deeply cherish the shared values of democracy, peace, and prosperity. Taiwan continues 4
to pursue integrated diplomacy and the "Three Chains" Strategy, which includes the 5
strategic framework of the "Global Democratic Value C hain", the "First Island Chain in 6
the Indo-Pacific," and the "Non-Red Supply Chain," and serves to highlight that common 7
values, a firm alliance, and a flourishing economy serves the best interests of the Indo -8
Pacific region by strengthening ties with like -minded nations, safeguarding regional 9
security, and leveraging its technological and economic achievements to promote 10
mutually beneficial partnerships; and 11
WHEREAS, 2026 marks both the 250th Anniversary of United States 12
Independence and the 30th Anniversa ry of Taiwan’s first direct presidential election --13
milestones that honor liberty and the principle that sovereignty resides in the people. This 14
shared celebration reaffirms Taiwan -U.S. commitment to the rule of law, human rights, 15
and a rules-based international order. Through close cooperation, Taiwan and the United 16
States strengthen democratic values and contribute to Indo -Pacific security, economic 17
resilience, and global peace and stability for future generations; and 18
WHEREAS, the People’s Republic of Chi na has repeatedly engaged in economic 19
coercion, conducted military exercises directed toward Taiwan, and misinterpreted 20
United Nations General Assembly Resolution 2758 (XXVI) to obstruct Taiwan’s 21
contributions to the international community, thereby contri buting to global challenges to 22
the rules -based international order and enabling aggressive authoritarian expansionism; 23
and 24
WHEREAS, Taiwan is the United States’ seventh -largest trading partner, while the 25
United States is Taiwan’s second -largest, with bilateral trade-in-goods value estimated at 26
$158.8 billion in 2024; and Taiwan ranks as Kentucky’s twentieth -largest export market, 27

with Kentucky exporting $328 million trade in goods to Taiwan, while Taiwan ranks as 1
Kentucky’s third -largest import source, with Kentucky importing $7.9 billion trade in 2
goods from Taiwan that year. The first agreement implemented under the U.S. –Taiwan 3
Initiative on 21st -Century Trade establishes commitments on anti -corruption measures, 4
sound regulatory practices, customs administr ation and trade facilitation, and the 5
promotion of small and medium-sized enterprises; and 6
WHEREAS, Foxconn Technology USA Corp., the American subsidiary of Taiwan -7
listed Foxconn Technology Co. Ltd., will locate its first United States manufacturing 8
operation in Louisville, with a $173 million investment that will create 180 new jobs and 9
upgrade mutual economic and technological relations between the Commonwealth and 10
Taiwan; 11
NOW, THEREFORE, 12
Be it resolved by the House of Representatives of the General Assem bly of the 13
Commonwealth of Kentucky: 14
Section 1. The House of Representatives expresses its support for continued 15
negotiations under the U.S. –Taiwan initiative on 21st -Century Trade and for the 16
establishment of a U.S. –Taiwan double taxation avoidance mechanism, in recognition of 17
Taiwanese companies’ interest in pursuing diversified and open investment opportunities 18
in the United States. The House of Representatives further encourages the executives and 19
officials of the Commonwealth to further engage with their counterparts in Taiwan, to 20
explore, enhan ce, and deepen substantive relationships in issues that concern the 21
Commonwealth. 22
Section 2. In celebration of Taiwan’s democratic achievements and in 23
reaffirmation of the United States’ commitment to Taiwan, the House o f Representatives 24
encourages members of this body to join the Taiwan Caucus to explore expanded 25
avenues of cooperation. In recognition of Taiwan’s professionalism and global 26
contribution in areas such as healthcare, civil aviation security, transnational c riminal 27

crackdown, and trade and investment, the House of Representatives further supports 1
Taiwan’s contribution in related multilateral platforms. 2
Section 3. To further deepen the high -technology collaboration between 3
Kentucky and Taiwan through educational cooperation, the House of Representatives 4
encourages the Chinese learners in the Commonwealth to use Test of Chinese as a 5
Foreign Language (TOCFL), which was approved by Kentucky Department of Education 6
as a Chinese-proficiency assessment tool for the Seal of Biliteracy. 7
Section 4. The Clerk of the House of Representatives shall transmit a copy of 8
this Resolution to Governor Andy Beshear, Secretary of State Michael G. Adams, the 9
Kentucky congressional delegation, and Mr. Jared Lin, Director General of the Taipei 10
Economic and Cultural Office in Atlanta. 11
