A RESOLUTION supporting the United States Conference of Catholic Bishops' 1
special pastoral message on immigration and affirming that immigration enforcement 2
actions should not occur in houses of worship, schools, or hospitals. 3
WHEREAS, the United States Conference of Catholic Bishops convened during the 4
fall plenary assembly in November 2025, and in an extraordinary action the conference 5
members voted to issue a spec ial pastoral message on immigration expressing significant 6
concern for the safety, dignity, and pastoral care of immigrant families throughout the 7
United States; and 8
WHEREAS, the bishops underscored the fear and anxiety experienced by 9
immigrant communities in the current immigration enforcement environment and 10
reaffirm their pastoral responsibility to promote the protection of human dignity of all 11
people, which also extends to immigrants; and 12
WHEREAS, the bishops specifically raised alarm regarding the pros pect of 13
immigration enforcement actions occurring in sensitive locations, noting that houses of 14
worship, schools, and hospitals hold a unique and essential status in communities and 15
should continue to remain places of safety and trust; 16
NOW, THEREFORE, 17
Be i t resolved by the House of Representatives of the General Assembly of the 18
Commonwealth of Kentucky: 19
Section 1. The members of the House of Representatives express support for 20
the special pastoral message on immigration issued by the United States Conference of 21
Catholic Bishops and acknowledge the moral and pastoral significance contained within 22
the statement for Catholic communities and the Commonwealth as a whole. 23
Section 2. The Clerk of the House of Representatives is directed to transmit a 24
copy of this Resolution to Representative Mary Lou Marzian for delivery. 25
