A JOINT RESOLUTION designating honorary names for various roads and 1
bridges. 2
WHEREAS, from time to time, the General Assembly has seen fit to honor various 3
Kentuckians by naming portions of state highways and erecting commemorative roadway 4
signs in their honor; and 5
WHEREAS, these Kentuckians have come from all walks of life, held a multitude 6
of jobs, and had a variety of accomplishments that made them deserving of the honor; 7
and 8
WHEREAS, these individuals have included former Governors, former members of 9
the General Assembly, decorated veterans, slain law enforcement officers, local elected 10
officials, astronauts, doctors, educators, distinguished athletes, and civic leaders; and 11
WHEREAS, every citizen of the Commonwealth owes a great debt of gratitude to 12
the patriotic men and women killed and wounded in service to their country in times of 13
great need; and 14
WHEREAS, the General Assembly has often honored the veterans of this state by 15
naming portions of several roads, from interstates to small two -lane country roads, in 16
their honor; and 17
WHEREAS, the General Assembly again sees fit to honor a group of individuals 18
who have made the lives of their fel low Kentuckians better and brought honor and 19
respect to the Commonwealth; 20
NOW, THEREFORE, 21
Be it resolved by the General Assembly of the Commonwealth of Kentucky: 22
Section 1. The Transportation Cabinet shall designate United States Route 60A 23
in Jefferson County, from the intersection with Kentucky Route 61 (mile point 4.547) to 24
the intersection with Kentucky Route 864 (mile point 5.520), as the "Officer Peter 25
Grignon Memori al Highway" and shall, within 30 days of the effective date of this 26
Resolution, erect appropriate signs denoting this designation. 27

Section 2. The Transportation Cabinet shall designate a portion of Kentucky 1
Route 7 in Perry County, from mile point 1 to mile point 7, as the "Jean Ritchie Memorial 2
Highway" and shall, within 30 days of the effective date of this Resolution, erect 3
appropriate signage denoting this designation. 4
Section 3. Th e Transportation Cabinet shall designate the bridge on Kentucky 5
Route 363 in Laurel County, Interstate 75 at mile point 8.03 (Bridge ID #063B00032N), 6
as the "Les Leatherman Memorial Bridge" and shall, within 30 days of the effective date 7
of this Resolution, erect appropriate signage denoting this designation. 8
Section 4. The Transportation Cabinet shall designate a portion of Kentucky 9
Route 194 in Pike County, from mile marker 67.3 to mile marker 72.1, as the "Melvin 10
Ferrell Memorial Highway" and shall, within 30 days of the effective date of this 11
Resolution, erect appropriate signage denoting this designation. 12
Section 5. The Transportation Cabinet shall designate a portion of Kentucky 13
Route 3091 in Pulaski County, from Wilson Road to the bridge crossing over the 14
Cumberland Expressway, as the "Glen Stykes Memorial Highway" and shall, within 30 15
days of the effective date of this Resolution, erect appropriate signage denoting this 16
designation. 17
Section 6. The Transportation Cabinet shall designate a portion of Kentucky 18
Route 40 in Martin County, from mile point 12.7 to mile point 13, as a memorial 19
highway and shall, within 30 days of the effective date of th is Resolution, erect 20
appropriate signage denoting this designation. The signs erected under this section shall 21
read: 22

Section 7. The Transportation Cabinet shall designat e the portion of United 26
States Route 460 West from mile marker 7.1 to mile marker 8.4 in Menifee County as the 27

"Gary Lee Egelston Memorial Highway" and shall, within 30 days of the effective date of 1
this Resolution, erect appropriate signage denoting this designation. 2
Section 8. The Transportation Cabinet shall designate a portion of Kentucky 3
Route 1635 in Magoffin County, from mile point 3.65 to mile point 4.22, as the "Private 4
Hargis Salyer, Jr., Memorial Highway" and s hall, within 30 days of the effective date of 5
this Resolution, erect appropriate signage denoting this designation. 6
Section 9. The Transportation Cabinet shall designate a portion of Kentucky 7
Route 84 in Marion County, f rom the intersection with Kentucky Route 527 and 8
Broadway Street (mile point 5.25) to the intersection with Sallie Ray Pike (mile point 9
7.269), as the "Lt. Brian Hatt Memorial Highway" and shall, within 30 days of the 10
effective date of this Resolution, erect appropriate signage denoting this designation. 11
Section 10. The Transportation Cabinet shall designate Kentucky Route 2428 in 12
Harlan County as the "Bill Howard, Sr., Memorial Highway" and shall, within 30 days of 13
the effective date of this Resolution, erect appropriate signage denoting this designation. 14
Section 11. The Transportation Cabinet shall designate Kentucky Route 3690 in 15
Henderson County as the "Joel Ray Hopper Memorial Highw ay" and shall, within 30 16
days of the effective date of this Resolution, erect appropriate signage denoting this 17
designation. 18
Section 12. The Transportation Cabinet shall designate the overpass on 19
Interstate 264 in Jeffer son County, over Muhammad Ali Boulevard, as the "Rev. Dr. 20
James A. Crumlin Memorial Overpass" and shall, within 30 days of the effective date of 21
this Resolution, erect appropriate signage denoting this designation. 22
Section 13. The Transportation Cabinet shall designate Kentucky Route 1120 in 23
Kenton County, from the intersection with Madison Avenue (mile point 0.612) to the 24
intersection with Scott Street (mile point 0.702), as the "Oakley Farris Memorial 25
Highway" and shall, within 30 days of the effective date of this Resolution, erect 26
appropriate signage denoting this designation. 27

Section 14. The Transportation Cabinet shall designate Kentucky Route 406 in 1
Leslie County, f rom the intersection with Mason Hollow Road (mile point 9.076) to the 2
intersection with Grassy Branch Road (mile point 10.805), as the "Edmond Osborne 3
Memorial Highway" and shall, within 30 days of the effective date of this Resolution, 4
erect appropriate signage denoting this designation. 5
Section 15. The Transportation Cabinet shall designate Kentucky Route 3535 in 6
Green County as the "William C. 'Bill' Patterson Memorial Highway" and shall, within 7
30 days of the effectiv e date of this Resolution, erect appropriate signage denoting this 8
designation. 9
Section 16. The Transportation Cabinet shall designate Kentucky Route 55 in 10
Marion County, from the intersection with United States Route 68 (mile point 0) to the 11
intersection with Kentucky Route 2154 (mile point 1.614), as the "Marion County Purple 12
Heart Memorial Highway" and shall, within 30 days of the effective date of this 13
Resolution, erect appropriate signage denoting this designation. 14
Section 17. The Transportation Cabinet shall designate the bridge currently 15
under construction on Kentucky Route 289 in Marion County over Rolling Fork at mile 16
point 2.84 as the "Marion County Veterans Memorial Bridge" an d shall, within 30 days 17
of the completion of the bridge's construction, erect appropriate signage denoting this 18
designation. 19
Section 18. The Transportation Cabinet shall designate the bridge on Kentucky 20
Route 295 over Li vingston Creek at the Lyon/Crittenden County line (Bridge ID# 21
072B00061N) as the "Andrea K. LeFan Memorial Highway" and shall, within 30 days of 22
the effective date of this Resolution, erect appropriate signage denoting this designation. 23
Section 19. The Transportation Cabinet shall designate United States Route 23 24
in Pike County, from the intersection with Kentucky Route 3524 (mile point 3.344) to the 25
intersection with Dorton Creek Road (mile point 4.992), as the "Jerry Ke ith McPeek, Sr., 26
and Patricia Lou McPeek Memorial Highway" and shall, within 30 days of the effective 27

designation shall supersede any previous honorary designation for this section of United 2

Section 20. The Transportation Cabinet shall designate United State Route 119 4
in Pike County, from mile point 18.72 to mile point 22.5, as the "Sheriff Charles E. 5
'Fuzzy' Keesee Memorial Highway" and from mile point 22.5 to mile point 25.648, as the 6
"Coach Phillip Haywood Memorial Highway" and shall, within 30 days of the effective 7
date of this Resolution, erect appropriate signage denoting these designations. These 8
designations shall su persede any previous honorary designation for these sections of 9
United States Route 119. 10
Section 21. The Transportation Cabinet shall designate Kentucky Route 338 in 11
Boone County, from mile point 0 to mile point 10.948 a t the intersection with Kentucky 12
Route 2852, as the "Kenny Brown Memorial Highway" and shall, within 30 days of the 13
effective date of this Resolution, erect appropriate signage denoting this designation. 14
Section 22. The Transportation Cabinet shall designate Kentucky Route 18 in 15
Boone County, from its intersection with Kentucky Route 338 at mile point 0 to the 16
Kentucky Route 237 underpass at mile point 11.776, as the "Charlie Kirk Memorial 17
Highway" and shall, within 30 da ys of the effective date of this Resolution, erect 18
appropriate signage denoting this designation. 19
Section 23. The Transportation Cabinet shall designate the portion of United 20
States Route 42 in Jefferson County, from its intersection with Mockingbird Valley Road 21
at mile point 3.279 to the Jefferson/Oldham County line, as the "Representative Bob 22
DeWeese Memorial Highway" and shall, within 30 days of the effective date of this 23
Resolution, erect appropriate signage denoting this designation. This designation shall 24
supersede any previous honorary designation for this section of highway. 25
Section 24. The Transportation Cabinet shall designate the bridge on Kentucky 26
Route 124 in Trigg County at mile point 9.79 (Bridge ID #111B00004N) as the 27

"Cerulean Veterans Memorial Bridge," and shall, within 30 days of the effective date of 1

Section 25. The Transportation Cabinet shall designate the bridge on Kentucky 3
Route 920 in Grayson County over Clifty Creek (Bridge ID #043B00084N) as the "Elmer 4
Carmon Milliner Memorial Bridge" and shall, within 30 days of the effective date of this 5
Resolution, erect appropriate signage denoting this designation. 6
Section 26. The Transportation Cabinet shall designate the bridge on Kentuck y 7
Route 920 in Grayson County over Meeting Creek (Bridge ID #043B00018N) as the 8
"PFC Clarence Ozbert Milliner Memorial Bridge" and shall, within 30 days of the 9
effective date of this Resolution, erect appropriate signage denoting this designation. 10
Section 27. The Transportation Cabinet shall designate Kentucky Route 420 in 11
Franklin County, from its intersection with Kentucky Route 676 (mile point 2.145) to its 12
intersection with Capital Avenue (mile point 3.769) as the "Re presentative C.M. 'Hank' 13
Hancock Memorial Highway" and shall, within 30 days of the effective date of this 14
Resolution, erect appropriate signage denoting this designation. 15
Section 28. The Transportation Cabinet shall designate Kentucky Route 1426 in 16
Pike County, from the Letcher County line (mile point 0) to its intersection with United 17
States Route 23 (mile point 4.889) as the "Detective Richard E. Ray Memorial Highway" 18
and shall, within 30 days of the effective date of this Resolution, erect appropriate signs 19
denoting this designation. 20
Section 29. The Transportation Cabinet shall designate a portion of Kentucky 21
Route 32 in Rowan County, from its intersection with Kentucky Route 173 to the Elliott 22
County line, as the "William Argus 'Bill' Johnson Memorial Highway" and shall, within 23
30 days of the effective date of this Resolution, erect appropriate signage denoting this 24
designation. 25
Section 30. The Tra nsportation Cabinet shall designate the bridge on Interstate 26
264 west bound over United States Route 31W in Jefferson County (Bridge 27

Section 31. The Transportation Cabinet shall designate the bridge on Interstate 4
264 East over United States Route 31W in Jefferson County (Bridge #056B002 66N) as 5
the "Officer Armand VanCleave, Sr., Memorial Overpass" and shall, within 30 days of 6
the effective date of this Resolution, erect appropriate signage denoting this designation. 7
Section 32. The Transportation Cabin et shall designate a portion of Kentucky 8
Route 1036 in Lee County, from mile point 0.1 to mile point 6.5, as the "Gerald Combs 9
Memorial Highway" and shall, within 30 days of the effective date of this Resolution, 10
erect appropriate signage denoting this designation. 11
Section 33. The Transportation Cabinet shall designate the bridge on Kentucky 12
Route 2595 crossing Cypress Creek (Bridge ID #079B00142N) in Marshall County as the 13
"Barry Barrett Memorial Bridge" and shall, withi n 30 days of the effective date of this 14
Resolution, erect appropriate signage denoting this designation. 15
Section 34. The Transportation Cabinet shall designate a portion of Kentucky 16
Route 2057 in Leslie County, from mile point 2.4 to mile point 3, as the "PFC Denver 17
Wells Memorial Highway" and shall, within 30 days of the effective date of this 18
Resolution, erect appropriate signage denoting this designation. 19
Section 35. The Transportati on Cabinet shall designate Kentucky Route 88 in 20
Hart County, from mile point 15.2 to mile point 16.1, as the "Representative Dottie Sims 21
Memorial Highway" and shall, within 30 days of the effective date of this Resolution, 22
erect appropriate signage denoting this designation. 23
Section 36. The Transportation Cabinet shall designate the portion of Kentucky 24
Route 160 in Letcher County, from mile point 19 to mile point 20, as the "Private 25
Andrew Kuracka Memorial Highway" and shall, within 30 days of the effective date of 26
this Resolution, erect appropriate signage denoting this designation. 27

Section 37. The Transportation Cabinet shall designate all of Kentucky Route 3 1
in Johnson County and the portion of Kentucky Route 3 in Martin County, from mile 2
point 20 to the Johnson County line, as the "Coach Jim Matney Memorial Highway" and 3
shall, within 30 days of the effective date of this Resolution, erect appropriate signage 4
denoting this designation. This honorary designation shall supersede any previous 5
designations for this section of highway. 6
Section 38. The Transportation Cabinet shall designate a portion of Kentucky 7
Route 40 in Johnson County, from United States Route 460 to Kentucky Route 321, as 8
the "Tucker Daniel Memorial Highway" and shall, within 30 days of the effective date of 9
this Resolution, erect appropriate signage denoting this designation. 10
Section 39. The Transportation Cabinet shall honor the accomplishments of 11
Josh Martin by including him on the Country Music Highway on United States Route 23 12
in Floyd County, and shall, within 30 days of the effective date of this Resolution, erect 13
appropriate signage denoting this designation. 14
Section 40. The Transportation Cabinet shall designate United States Route 460 15
in Magoffin County, from mile point 10.49 to mile point 10.836, as the "Hospital 16
Corpsman Fred Lamarr Salyer Memorial Highway" and shall, within 30 days of the 17
effective date of this Resolution, erect appropriate signage denoting this designation. 18
Section 41. The Transportation Cabinet shall designate the bridge located at 19
Morgan County High School over Caney Creek as the "Don McKenzie Memorial 20
Bridge" (Bridge ID# 088C00045N) and shall, within 30 days of the effective date of this 21
Resolution, erect appropriate signage denoting this designation. 22
Section 42. The Transportation Cabinet shall designate a portion of Kentucky 23
Route 540 in Breathitt County, from its intersection with Kentucky Route 1812 to mile 24
point 3.7, as the "J.C. Holbrook Memorial Highway" and shall, within 30 days of the 25
effective date of this Resolution, erect appropriate signage denoting this designation. 26
Section 43. The Transportation Cabinet shall designate Kentucky Route 353 in 27

erect appropriate signage denoting this designation. 4
Section 44. The Transportation Cabinet shall designate Kentucky Route 1973 in 5
Fayette County, from the intersection with Kentucky Route 922 (mile point 19.205) to 6
the intersection with United States Route 25 (mile point 22.346) as the "Dr. John Dallas 7
Stempel Memorial Highway" and shall, within 30 days of the effe ctive date of this 8
Resolution, erect appropriate signage denoting this designation. 9
Section 45. The Transportation Cabinet shall designate the bridge on Kentucky 10
Route 490 at mile point .1 in Laurel County (Bridge ID # 0 63B00002N) as the " 'Tiny' 11
Anthony Durham Memorial Bridge" and shall, within 30 days of the effective date of this 12
Resolution, erect appropriate signage denoting this designation. 13
Section 46. The Transportation Cabinet s hall designate the bridge on Kentucky 14
Route 36, over Clark Fort in Bath County (Bridge ID# 006B00077N) as the "Billy G. 15
Jones Memorial Bridge" and shall, within 30 days of the effective date of this Resolution, 16
erect appropriate signage denoting this designation. 17
Section 47. The Transportation Cabinet shall designate the bridge on Kentucky 18
Route 9 in Carter County at mile point 11.01 (Bridge Number 022B00149N), as the 19
"S/SGT David W. Harris Memorial Bridge" and shall, wit hin 30 days of the effective 20
date of this Resolution, erect appropriate signage denoting this designation. 21
Section 48. The Transportation Cabinet shall designate the bridge on Kentucky 22
Route 2523 over Salt Lick Creek in Lewis County (Bridge Number 068B00073N) as the 23
"Lewis County Vietnam Veterans Memorial Bridge" and shall, within 30 days of the 24
effective date of this Resolution, erect the appropriate signage denoting this designation. 25
Section 49. The Transportation Cabinet shall designate a portion of Kentucky 26
Route 93 in Lyon County, from the intersection with Poplar Creek Road (mil e point 27

Section 50. The Transportation Cabinet shall designate a portion of Kentucky 4
Route 451 in Perry County, from the junction of Laurel Mountain Road, mile point 5
12.223, to Kentucky Route 28, mile point 19.946, as the "S/ SGT John "Pott" Spencer, Jr. 6
Memorial Highway" and shall, within 30 days of the effective date of this Resolution, 7
erect appropriate signage denoting this designation. 8
Section 51. The Transportation Cabinet shall designa te a portion of Kentucky 9
Route 523 in Nelson County, from mile point 2.428 to the intersection with T Hahn Road 10
(mile point 2.855) as the "Technical Sergeant Ashley R. Young Pruitt Memorial 11
Highway" and shall, within 30 days of the effective date of this R esolution, erect 12
appropriate signage denoting this designation. 13
Section 52. The Transportation Cabinet shall designate the bridge on United 14
States Route 119 over the Poor Fork of the Cumberland River in Letcher County (B ridge 15
ID # 067B00142N) as the "PFC Howard Scott Memorial Bridge" and shall, within 30 16
days of the effective date of this Resolution, erect the appropriate signage denoting this 17
designation. 18
Section 53. The Transportation Cabinet shall designate the bridge on United 19
States Route 119 over the Poor Fork of the Cumberland River in Letcher County (Bridge 20
ID # 067B00143N) as the "Sergeant James Archie Hubbard Memorial Bridge" and shall, 21
within 30 days of t he effective date of this Resolution, erect the appropriate signage 22
denoting this designation. 23
Section 54. The Transportation Cabinet shall designate a portion of United 24
States Route 27 in Pendleton County, from the inte rsection with LaFollette Lane (mile 25
point 9.28) to the intersection with Kentucky Route 1657 (mile point 10.72) as the 26
"Luther Teegarden Memorial Highway" and shall, within 30 days of the effective date of 27

Section 55. The Transportation Cabinet shall designate the bridge on Kentucky 2
Route 52 over the Dix River on the Boyle/Garrard County line (Bridge ID # 3
011B00048N) as the "James Herring Memorial Bridg e" and shall, within 30 days of the 4
effective date of this Resolution, erect the appropriate signage denoting this designation. 5
This designation shall supersede any previous honorary designation for this section of 6
highway. 7
Section 56. The Transportation Cabinet shall designate the bridge on Kentucky 8
Route 63 over Fallen Timber Creek in Barren County (Bridge ID # 005B00016N) as the 9
"Deputy Rusty Anderson Memorial Bridge" and shall, within 30 days of the effective 10
date of this Resolution, erect the appropriate signage denoting this designation. 11
Section 57. The Transportation Cabinet shall designate the bridge on United 12
States Route 31E over Skaggs Creek in Barren County (Bridge ID # 005B0 0025N) as the 13
"Ruel Houchens Memorial Bridge" and shall, within 30 days of the effective date of this 14
Resolution, erect the appropriate signage denoting this designation. 15
Section 58. The Transportation Cabinet shall hono r the accomplishments of 16
David and Teresa Prince by including them on the Country Music Highway on United 17
States Route 23 in Lawrence County, and shall, within 30 days of the effective date of 18
this Resolution, erect appropriate signage denoting this designation. 19
Section 59. The Transportation Cabinet shall designate a portion of United 20
States Route 127 in Franklin County, from the Anderson County line (mile point 0) to the 21
intersection with Kentucky Route 2820 (mile point 0.825) as the "Trista Shoemaker 22
Memorial Highway" and shall, within 30 days of the effective date of this Resolution, 23
erect appropriate signage denoting this designation. 24
Section 60. The Transportation Cabinet shall designate a portion of Kentucky 25
Route 222 in Hardin County, from Kentucky Route 1904 (mile point 2.453) to Kentucky 26
Route 1136 (mile p oint 4.243) as the "Staff Sergeant Benjamin Pennington Memorial 27

Section 61. The Transporta tion Cabinet shall, within 30 days of the effective 3
date of this Resolution, erect signage on Interstate 75 North and South in Madison 4
County near Exit 83 that reads "Lancaster, Next Exit". 5
Section 62. The Transportation Cabinet shall designate a portion of Kentucky 6
Route 52 in Madison County, from United States Route 25X (mile point 11.65) to United 7
States Route 25 (mile point 12.724) as the "Bill Strong Memorial Highway" and shall, 8
within 30 days of the effective date of this Resolution, erect appropriate signage denoting 9
this designation. 10
Section 63. The Transportation Cabinet shall designate the bridge on Interstate 11
65 at mile point 26.55 in Warren County (Bridge ID # 114B00085N) as the "Mike 'Murf' 12

Resolution, erect the appropriate signage denoting this designation. 18
Section 65. The Transportation Cabinet shall designate Kentucky Route 52 in 19
Garrard County, from the intersection with Campbell Street (mile point 5.173) to the 20
intersection with Davis Street (mile point 5.580), as th e "Garrard County Fallen Heroes 21
Memorial Way" and shall, within 30 days of the effective date of this Resolution, erect 22
appropriate signage denoting this designation. 23
Section 66. The Transportation Cabinet shall designat e the overpass on 24
Interstate 264 over Dumesnil Street in Jefferson County as the "Benjamin Richmond 25
Memorial Overpass" and shall, within 30 days of the effective date of this Resolution, 26
erect the appropriate signage denoting this designation. 27

Christian County, from the intersection with Kentucky Route 107 (mile p oint 7.303) to 6
the intersection with Kentucky Route 695 (mile point 11.502), as the "Christian County 7
Blue Star Memorial Highway" and shall, within 30 days of the effective date of this 8
Resolution, erect appropriate signage denoting this designation. 9
Section 69. 2025 Ky. Acts ch. 140, sec. 21, is hereby repealed, and shall have 10
no legal effect. 11
