A JOINT RESOLUTION directing the Legislative Research Commission and state 1
agencies to collaborate to create a statewide fiscal map of substance u se disorder 2
programs and funding sources. 3
WHEREAS, Kentucky invests hundreds of millions of dollars annually in programs 4
related to substance use disorder (SUD), including treatment, prevention, recovery 5
housing, workforce reentry, education, criminal just ice diversion, opioid abatement, and 6
recovery support services and efforts; and 7
WHEREAS, SUD program funding stems from numerous sources at the federal, 8
state, and local levels, but there is not a centralized mechanism to map, coordinate, or 9
evaluate how the funding streams work together; and 10
WHEREAS, the fragmentation of the SUD funding streams makes it difficult for 11
legislators to understand the full landscape of investments and how to strategically direct 12
new resources; and 13
WHEREAS, opportunities provide d by Kentucky’s historic opioid abatement 14
settlement funds increase the urgency for clear, coordinated planning to address SUDs; 15
and 16
WHEREAS, SUD agencies often track their own funding but are rarely able to 17
visualize how their work fits in the statewide p icture of funding streams and programs; 18
and 19
WHEREAS, a SUD fiscal map would help support better policy design, budgeting, 20
investment, accountability, and outcome measurement of SUD programs; and 21
WHEREAS, a SUD fiscal map could facilitate the creation of a data collection 22
system that would help shift statewide SUD treatment toward a sustainable, whole-person 23
payment model with coordinated SUD services and shared outcomes for program 24
improvements; 25
NOW, THEREFORE, 26
Be it resolved by the General Assembly of the Commonwealth of Kentucky: 27

Section 1. The Legislative Research Commission and state agencies are 1
directed to collaborate to create a statewide fiscal map of substance use disorder (SUD) 2
programs and funding sources, as follows: 3
(1) The Legislative Research Commission shall organize and con duct necessary 4
actions to complete the statewide fiscal map. The following state agencies shall 5
collaborate with LRC to create the statewide fiscal map: 6
(a) The Cabinet for Health and Family Services; 7
(b) The Justice and Public Safety Cabinet; 8
(c) The Department of Education; 9
(d) The Education and Labor Cabinet; 10
(e) The Office of the Attorney General; 11
(f) The Administrative Office of the Courts; and 12
(g) Any other state agencies identified as participating in or receiving funding for 13
SUD programs; 14
(2) For the purpose of the statewide SUD fiscal map, SUD programs shall include 15
but not be limited to treatment, prevention, recovery housing, workforce reentry, 16
education, criminal justice diversion, opioid abatement, and recovery support services 17
and efforts; 18
(3) The statewide fiscal map shall: 19
(a) Detail all current SUD program-related funding sources, amounts, and uses; 20
(b) Provide an inventory of all SUD programs that includes for each program its 21
funding sources, services provided, eligibility rules, and service capacities; and 22
(c) Identify SUD service duplications, fragmentation, unmet needs, and gaps; 23
(4) The statewide SUD fiscal map shall be posted on the Legislative Research 24
Commission's website by October 30, 2026; and 25
(5) In consultation with the collabor ating state agencies, the Legislative Research 26
Commission shall submit a report to the General Assembly by October 30, 2026, that 27

includes: 1
(a) A detailed summary of the SUD fiscal map; and 2
(b) Options to consider for establishing a statewide plan to optim ize future 3
decisions for SUD programs and funding. 4
Section 2. Provisions of this Resolution to the contrary notwithstanding, the 5
Legislative Research Commission shall have the authority to alternatively assign the 6
issues identified herein to an interim joint committee or subcommittee thereof, and to 7
designate a study completion date. 8
