A RESOLUTION adjourning the Senate in honor and loving memory of the victims 1
of the United Parcel Service Airlines Flight 2976, and commending those who responded 2
to the incident. 3
WHEREAS, on November 4, 2025, at around 5:13 p.m., United Parcel Service 4
(UPS) Airlines Flight 2976, a cargo flight from Louisville Muhammad Ali International 5
Airport to Honolulu, Hawaii, suffered a separation of its l eft engine during its takeoff roll 6
and crashed into an industrial area seconds after liftoff from the runway; and 7
WHEREAS, the ensuing crash killed 15 people, including all three crew members 8
on board the aircraft, and resulted in injuries to 22 other individuals; and 9
WHEREAS, those killed in the disaster included the flight crew: Captain Dana 10
Diamond, 62; Captain Richard Wartenberg, 57; and First Officer Lee Truitt, 45; and 11
those who perished on the ground: Angela Anderson, 45; Carlos Fernandez, 52; Louisn es 12
Fedon, 47; Kimberly Asa, 3; Trinadette "Trina" Chavez, 37; Tony Crain, 65; John 13
Loucks, 52; John Spray, 45; Matthew Sweets, 37; Ella Petty Whorton, 31; Megan 14
Washburn, 35; and Alain Rodriguez Colina, 50; and 15
WHEREAS, when speaking of those lost, Louisville Metro Mayor Craig Greenberg 16
said, "Today, as we share the names of those who we lost, our city feels the full weight of 17
this unimaginable tragedy. Behind every one of these names is a circle of family, friends, 18
stories that will forever be unfinished."; and 19
WHEREAS, this incident was devastating to the entire community of Louisville, 20
where UPS is the largest employer in the city, and whose Worldport global air hub is the 21
third largest air cargo hub in the nation; and 22
WHEREAS, in the immediate aftermath of the crash, fire departments, law 23
enforcement agencies, emergency medical services departments, and other agencies 24
worked tirelessly in cooperation to secure the crash site, put out massive fires, search for 25
victims, and tend to those in need; and 26
WHEREAS, in addition to the Louisville Fire Department and the Louisville 27

Airport Authority Fire Department, fire departments from Shively, Anchorage -1
Middletown, St. Matthews, Fern Creek, Jeffersontown, Okolona Fire, Fairdale, Pleasure 2
Ridge Park, Shepherdsville , Zoneton, Lexington/Fayette County, the Kentucky Air 3
National Guard, Mount Washington, Nichols, Lebanon Junction, Southeast Bullitt 4
County, Simpsonville, Bardstown, Cincinnati/Northern Kentucky International Airport, 5
Marathon Petroleum, and Utica, Indiana, supplied staff and equipment and endeavored to 6
put out the fires, search for survivors, and recover those killed; and 7
WHEREAS, similarly, the Louisville Metro Police Department and the Louisville 8
Airport Authority Police Department enlisted the aid of agencies such as the Jefferson 9
County Sheriff's Office, Audubon Park Police, Middletown Police, St. Matthews Police, 10
University of Louisville Police, Louisville Alcoholic Beverage Control, Kentucky State 11
Police, the Louisville Offices of the Federal Bureau of Investigation and Bureau of 12
Alcohol, Tobacco, Firearms and Explosives, the Louisville Fire Arson Bureau, Jefferson 13
County Coroner's Office, and the National Transportation Safety Board; and 14
WHEREAS, medical services and care were provided by emergency medical 15
services crews from Louisville Metro, Anchorage -Middletown, St. Matthews, Fern 16
Creek, Jeffersontown, Okolona, Plea sure Ridge Park, Bullitt County, Ameripro, and 17
Heartland, as well as the University of Louisville Hospital emergency department; and 18
WHEREAS, the unique nature of this tragedy required more than just efforts from 19
traditional first responders, and further a ssistance and aid was provided by Louisville 20
Metro Government, the Kentucky Governor's Office, the Metropolitan Sewer District, 21
Louisville Metro Emergency Management, the American Synthetic Rubber/Michelin 22
Emergency Response Team, the Dow Chemical Fire Bri gade, the National Weather 23
Service, the Transit Authority of River City, the Kentucky Division of Emergency 24
Management, the Kentucky and Louisville Departments of Public Health, the Federal 25
Aviation Administration Louisville Office, the Kentucky Urban Sear ch and Rescue Task 26
Force, and the Louisville Water Company; and 27

WHEREAS, while a city and a Commonwealth remember and mourn for those lost 1
in this tragedy, we can remember that our response to this crash was an overwhelming 2
desire to help, and to do what w as necessary without question to address all the problems 3
that come from a disaster of this magnitude; 4
NOW, THEREFORE, 5
Be it resolved by the Senate of the General Assembly of the Commonwealth of 6
Kentucky: 7
Section 1. The members of the Senate join with Senator Keturah Herron in 8
remembering the victims of UPS Airlines Flight 2976, praying for comfort for their 9
families, as well as those injured in the crash, and recognizing the efforts of the first 10
responders and other agencies who responded to this disaster. 11
Section 2. When the Senate adjourns this day, it does so in loving memory and 12
honor of the victims of UPS Airlines Flight 2976. 13
Section 3. The Clerk of the Senate is directed to transmit copies of this 14
Resolution to Senator Keturah Herron for delivery to the victims' families and the 15
responding agencies. 16
