A RESOLUTION recognizing and honoring Rudy William Grant, Consul General 1
of Barbados, and welcoming him to the Commonwealth of Kentucky. 2
WHEREAS, Rudy William Gran t serves as the Consul General of Barbados in 3
Miami, representing his nation across the southeastern United States and working to 4
strengthen ties between Barbados and communities throughout the region; and 5
WHEREAS, Consul General Grant will visit Kentucky during the week of March 9, 6
2026, at the invitation of the United Nations Association of the USA Kentucky Division, 7
with strong collaboration and support from the University of Kentucky’s Patterson 8
School of Diplomacy and International Commerce and other institutional partners; and 9
WHEREAS, Consul General Grant's visit offers an exceptional opportunity to 10
deepen international understanding and strengthen people -to-people connections between 11
Barbados and the Commonwealth of Kentucky through education, diplom acy, and public 12
engagement; and 13
WHEREAS, while in Kentucky, Consul General Grant will spend time at 14
institutions of higher education, including a full day at the Patterson School, where he 15
will meet with faculty and generously offer time to students intere sted in global affairs, 16
diplomacy, and international relations; and 17
WHEREAS, Consul General Grant will also visit SOS International, a Louisville -18
based nonprofit that recovers surplus medical supplies and equipment from United States 19
hospitals and redistri butes them to communities in need around the world. Consul 20
General Grant has visited SOS previously and continues to show strong interest in 21
humanitarian partnerships and global health efforts; and 22
WHEREAS, in Frankfort, Consul General Grant will meet with state economic 23
development officials to explore areas of mutual interest and potential collaboration 24
between Barbados and Kentucky; and 25
WHEREAS, Consul General Grant will also spend time on the Kentucky Capitol 26
campus, where he will engage with state gove rnment and experience Kentucky’s civic 27

landscape as part of his broader diplomatic visit; and 1
WHEREAS, Consul General Grant will be the featured guest at a Young 2
Professionals Luncheon, giving emerging Kentucky leaders the opportunity to engage 3
with an experienced diplomat and learn from his international perspective; and 4
WHEREAS, Consul General Grant wi ll also participate in a public event open to 5
the community, giving Kentuckians the opportunity to connect directly with a high -level 6
representative of Barbados and engage in meaningful cultural exchange; and 7
WHEREAS, Consul General Grant brings a distingu ished background in public 8
service, diplomacy, and tourism. He has served as a senator and Parliamentary Secretary 9
in the Ministry of Tourism and International Transport, and has held leadership roles such 10
as CEO of the Barbados Hotel and Tourism Associati on and first CEO of the Grenada 11
Tourism Authority; and 12
WHEREAS, Consul General Grant holds degrees in Economics (Mount Allison 13
University, Canada), Management and Administration (Bradford University, UK), and 14
Law (University of London, UK), and has served on the boards of numerous national 15
tourism and infrastructure agencies in Barbados; and 16
WHEREAS, Consul General Grant's visit reflects the strong and friendly 17
relationship between Barbados and the United States. Barbados and Kentucky also share 18
distinctive cultural and economic traits, including an international reputation for world -19
class spirits, Barbadian rum and Kentucky bourbon, as well as a shared passion for horses 20
and equine traditions; and 21
WHEREAS, known for his warmth, generosity, and dedication to youth 22
engagement, Consul General Grant is deeply committed to creating meaningful 23
relationships across communities and fostering global citizenship at every level; 24
NOW, THEREFORE, 25
Be it resolved by the Senate of the General Assembly of the Commonwealth of 26
Kentucky: 27

Section 1. The Senate hereby recognizes and honors Rudy William Grant, 1
Consul General of Barbados, and welcomes him to the Commonwealth of Kentucky. 2
Section 2. When the Senate adjourns this day, it does so in honor and 3
recognition of Consul General Rudy William Grant. 4
Section 3. The Clerk of the Senate is directed to transmit a copy of this 5
Resolution to Senator Gerald Neal for presentation. 6
