A RESOLUTION adjourning the Senate in honor and loving memory of John 1
Douglas "Doug" Hubbard. 2
WHEREAS, John Douglas "Doug" Hubbard was born October 18, 1941, to t he late 3
EE and Marie Hubbard of Bardstown; and 4
WHEREAS, Doug Hubbard was a lifetime member of Bardstown United Methodist 5
Church, and a proud Bardstown High School alum, class of 1959; and 6
WHEREAS, Doug Hubbard was a graduate of the University of Kentucky, where 7
he served as president of Pi Kappa Alpha Fraternity; and 8
WHEREAS, Doug Hubbard attended the University of Kentucky College of Law 9
and became a member of the bar in 1967; and 10
WHEREAS, Doug Hubbard practiced law with his father at Fulton, Hubbard & 11
Hubbard Law Offices, where he spent more than 55 years passionately representing the 12
people of Nelson County and the surrounding area; and 13
WHEREAS, Doug Hubbard also served as corporate attorney for Salt River Electric 14
Cooperative for more than 30 years, a role he especially enjoyed; and 15
WHEREAS, Doug Hubbard was very involved in his community, having served as 16
past president of the Kiwanis Club and the Nelson County Jaycees; and 17
WHEREAS, Doug Hubbard was named Outstanding Young Man in 1968 by the 18
Chamber of Commerce and was instrumental in growing his city, being inducted in the 19
Nelson County Hall of Fame in 2004; and 20
WHEREAS, Doug Hubbard was a huge advocate for education, invest ing in the 21
Bardstown Independent School System all his life, and being later appointed to the 22
Kentucky Board of Education, as well as being inducted into the Bardstown High School 23
Athletic Hall of Fame in 2007; and 24
WHEREAS, Doug Hubbard is survived by his wife of 59 years, Judy Whitesides; 25
his three children, Susan (Mike) Carson, John (Julie) Hubbard, and Char (Chris) Rhoads; 26
his six grandchildren, Megan, Jack, and Ben Hubbard, and Clayton, Conner, and 27

Christopher Rhoads; his sisters, Lee (Mike) Lumpkin, and Debbie Greer; his niece, Leigh 1
Morgan Lumpkin; his nephew, Doug (Liz Murphy) Lumpkin; and his great -niece, Eliza 2
Leigh Lumpkin; and 3
WHEREAS, Doug Hubbard passed away peacefully on January 6, 2026; 4
NOW, THEREFORE, 5
Be it resolved by the Senate of the Gener al Assembly of the Commonwealth of 6
Kentucky: 7
Section 1. The members of the Senate hereby express their most profound 8
sympathy upon the passing of John Douglas "Doug" Hubbard. 9
Section 2. When the Senate adjourns this day, it does so in honor and loving 10
memory of John Douglas "Doug" Hubbard. 11
Section 3. The Clerk of the Senate is directed to transmit a copy of this 12
Resolution to Senator Jimmy Higdon for delivery to the family. 13
