A RESOLUTION adjourning the Senate in honor and loving memory of David 1
Delvin Drake. 2
WHEREAS, David Delvin Drake was born on May 4, 1940, in Mount Sterling, 3
Kentucky, the son of Martha and Russell T. Drake; and 4
WHEREAS, a proud graduate of the University of Kentucky, David Drake earned 5
his Bachelor's Degree in Economics and pursued extensive postgraduate work before 6
beginning a long and distinguished career in public service and energy development; and 7
WHEREAS, David Drake first served as assistant industrial development director at 8
East Kentucky Power Cooperative, where his work in advancing the energy and 9
economic development of eastern Kentucky saw him travel to Hawaii on a company trip 10
where he met his future wife, Brenda; and 11
WHEREAS, David Drake went on to serve as the first secretary of the Department 12
of Energy for the Commonwealth of Kentucky, and in that role he helped shape early 13
energy policy and co-founded what would become the University of Kentucky Center for 14
Applied Energy Research (UK CAER), an institution that continues to advance 15
innovation and collaboration in the energy field; and 16
WHEREAS, returning to East Kentucky Power Cooperative in 1984, David Drake 17
concluded his career there as Business Development Manager, later continuing in a 18
consulting capacity and serving on the advisory board of UK CAER to lend his vast 19
experience to the benefit of the Commonwealth; and 20
WHEREAS, beyond his professional a ccomplishments, David Drake gave 21
generously of his time to civic and community service, including his tenure as a member 22
of the Lexington -Fayette Urban County Government Planning Commission, where his 23
insight and commitment to public welfare were widely respected; and 24
WHEREAS, a man guided by deep faith in all he did, David Drake was raised in 25
the Roman Catholic tradition and later found a spiritual home at Saint Michael's 26
Episcopal Church and the Episcopal Church of the Resurrection; and 27

WHEREAS, David Drake was a devoted husband to his beloved wife, Brenda, a 1
loving father to his children, Russel Drake and Sheila Miracle, and a proud father -in-law 2
to Daniel Honeycutt and Eric Miracle; and 3
WHEREAS, his grandchildren, Anna, Bodhi, and Drake Miracle, brought him 4
boundless joy and pride, and he delighted in making the home he built with Brenda a 5
haven for his children and grandchildren, echoing the community his parents fostered for 6
him and his friends as a boy; and 7
WHEREAS, remembered as a ma n of many interests, David Drake was an avid O -8
gauge model railroader, a builder of 1940s -era model airplanes, and a student of World 9
War II history, all pursuits that reflected his lifelong curiosity and meticulous attention to 10
detail; and 11
WHEREAS, David Drake is survived by his loving wife, Brenda; his children, 12
Russell Drake and Sheila Miracle; his sons -in-law, Daniel Honeycutt and Eric Miracle; 13
his grandchildren, Anna, Bodhi, and Drake; and his brother-in-law, Bill Burch; and 14
WHEREAS, the Commonwealth o f Kentucky has lost a respected public servant, a 15
community leader, and a man whose legacy will endure in the institutions he helped to 16
build and in the hearts of all who had the privilege to know him; 17
NOW, THEREFORE, 18
Be it resolved by the Senate of the Ge neral Assembly of the Commonwealth of 19
Kentucky: 20
Section 1. The Senate extends its sincere condolences to the family, friends, and 21
community of David Delvin Drake upon his passing. 22
Section 2. When the Senate adjourns this day, it does so in honor and loving 23
memory of David Delvin Drake. 24
Section 3. The Clerk of the Senate is directed to transmit a copy of this 25
Resolution to Senator Reginald Thomas for delivery to the family. 26
