A RESOLUTION adjourning the Senate in honor and loving memory of Caroline 1
Whitlock Mudd. 2
WHEREAS, Caroline Whitlock Mudd was born June 19, 1961, in Campbellsville, 3
Kentucky, to the late Robert Conway and Rita Madden Whitlock; and 4
WHEREAS, Caroline Mudd carried a resilient spirit, compassionate heart, and 5
steady faith throughout her life; and 6
WHEREAS, Caroline Mudd had a quiet, steady way of caring for others that ma de 7
everyone feel welcomed and valued; and 8
WHEREAS, Caroline Mudd gave of herself without hesitation, whether through a 9
comforting conversation, a handwritten note, or a shared meal; and 10
WHEREAS, Caroline Mudd had a generous spirit that was natural and cons tant, 11
and she made lasting differences in the lives of those around her; and 12
WHEREAS, Caroline Mudd was a devoted and loving wife to her husband Jimmy 13
for over 43 years, their marriage being a partnership rooted in hard work, respect, and 14
enduring love; and 15
WHEREAS, Caroline Mudd stood faithfully by her husband's side, offering 16
encouragement, devotion, and unwavering support through every season of life; and 17
WHEREAS, Caroline Mudd loved her sons wholeheartedly and without condition, 18
guiding them with patience, grace, and strong values with her greatest joy and proudest 19
accomplishment being her role as a mother; and 20
WHEREAS, Caroline Mudd celebrated the succes ses of her sons, comforted them 21
in difficult moments, and always reminded them of how much they meant to her; and 22
WHEREAS, Caroline Mudd created a home with her nurturing heart, where her 23
family felt safe, supported, and deeply loved; and 24
WHEREAS, Caroline Mudd will continue to guide and inspire her sons throughout 25
their lives with the lessons she taught, through both her words and her example; and 26
WHEREAS, Caroline Mudd lived a life of remarkable professional dedication and 27

public service; and 1
WHEREAS, Car oline Mudd retired as Warden from Marion Adjustment Center 2
after a distinguished 20 -year career in corrections, earning deep respect for her 3
leadership, fairness, and commitment to both staff and those incarcerated; and 4
WHEREAS, Caroline Mudd continued he r service to the Commonwealth after 5
retirement for another 12 years as a member of the Kentucky Parole Board; and 6
WHEREAS, Caroline Mudd carried that responsibility with great seriousness, 7
integrity, and thoughtfulness; and 8
WHEREAS, Caroline Mudd was a gra duate of Campbellsville University, where 9
she received a Bachelor of Science degree in History with a minor in Criminal Justice; 10
and 11
WHEREAS, Caroline Mudd remained active in her community and generously 12
gave her time and wisdom to numerous local efforts; and 13
WHEREAS, Caroline Mudd served on various boards and committees, including 14
the Centre Square Committee and Marion County Library Board of Trustees; and 15
WHEREAS, Caroline Mudd found her greatest joy in the time she shared with her 16
family, whether gathere d around the kitchen table exchanging stories, or basking in the 17
laughter and bright smiles of her grandchildren; and 18
WHEREAS, Caroline Mudd believed those moments were where her love truly 19
shone and her heart felt most at ease; and 20
WHEREAS, Caroline Mudd leaves behind a legacy of kindness, faith, and devotion 21
to family; she is survived by her husband, James Lee "Jimmy" Mudd of Lebanon, 22
Kentucky; her two sons, Lee (Julie) Mudd of Lawrenceburg, Kentucky, and Ben 23
(Brittany) Mudd of Lebanon, Kentucky; and four grandchildren, Emery, Aspen, Jack, and 24
Alex (A.J.); and 25
WHEREAS, Caroline Mudd passed away peacefully at her home on March 6, 2026, 26
surrounded by the love of her family; 27

NOW, THEREFORE, 1
Be it resolved by the Senate of the General Assembly of the Common wealth of 2
Kentucky: 3
Section 1. The members of the Senate hereby express their most profound and 4
deepest sympathy upon the passing of Caroline Whitlock Mudd. 5
Section 2. When the Senate adjourns this day, it does so in honor and loving 6
memory of Caroline Whitlock Mudd. 7
Section 3. The Clerk of the Senate is directed to transmit a copy of this 8
Resolution to Senator Jimmy Higdon for delivery to the family. 9
