A RESOLUTION honoring former Senator Paul Hornback for receiving the 1
University of Kentucky Cooperative Extension Service Thomas Poe Cooper Farm 2
Leadership Award. 3
WHEREAS, former Senator Paul Hornback was awarded the 2025 University of 4
Kentucky Cooperative Extension Service Thomas Poe Cooper Farm Leadership Award. 5
This honor is awarded yearly to Kentuckians who exemplify leadership across 6
agriculture, 4 -H, family an d consumer sciences, or community and economic 7
development. The award was endowed by Thomas Poe Cooper, dean from 1917 to 1951 8
of the school that is now the UK Martin -Gatton College of Agriculture, Food, and 9
Environment; and 10
WHEREAS, former Senator Paul Hornback was recognized for his integral work in 11
the Kentucky General Assembly, where he moved the Kentucky agriculture industry 12
forward; and 13
WHEREAS, Paul Hornback was elected to the Kentucky Senate in 2010, 14
representing Shelby, Carroll, and Trimble Countie s and part of Jefferson County. While 15
in office, he served as Chair of the Senate Committee on Agriculture, Vice Chair of 16
Senate Committee on Licensing and Occupations, and Co -Chair of the Tobacco 17
Settlement Agreement Fund Oversight Committee; and 18
WHEREAS, while serving in the Senate, Paul Hornback was an active farmer, 19
which he continues to be today. This gave him a unique perspective while advocating for 20
his peers in the Commonwealth. Some of his notable accomplishments during his time in 21
the Senate were the reestablishment of hemp as a legal commodity in Kentucky, the 22
reorganization of the State Fair Board, modernizing Kentucky's grain indemnity fund, 23
and the reorganization of the Governor's Office of Agricultural Policy into the Kentucky 24
Office of Agricultural Policy; and 25
WHEREAS, the University of Kentucky Research and Education Center at 26
Princeton benefited enormously from Senator Hornback's dedication as he helped 27

Princeton raise the initial $15 million investment for the Grain and Forage Center for 1
Excellence as well as helping to secure $9 million from the Western Kentucky State Aid 2
Funding for Emergencies Act after the 2021 tornadoes decimated the Princeton campus; 3
NOW, THEREFORE, 4
Be it resolved by the Senate of the General Assembly of the Commonwea lth of 5
Kentucky: 6
Section 1. The mem bers of the Senate do hereby wish to congratulate former 7
Senator Paul Hornback on being the 2025 University of Kentucky Cooperative Extension 8
Service Thomas Poe Cooper Farm Leadership Award recipient and on his many 9
accomplishments as a Senator that powered Kentucky agriculture forward. 10
Section 2. When the Senate adjourns this day, it does so in honor and 11
celebration of Paul Hornback. 12
Section 3. The Clerk of the Senate is directed to tr ansmit a copy of this 13
Resolution to Senator Jason Howell for delivery. 14
