A RESOLUTION affirming the supremacy of United States and Kentucky law over 1
foreign law. 2
WHEREAS, the threat posed by terrorism has been well established both bey ond 3
and within the borders of the United States and this Commonwealth; and 4
WHEREAS, the threat of terrorism within the homeland is primarily the result of a 5
legal-political-military doctrine combined with Islamic religious beliefs known as Sharia, 6
a system adhered to or advocated by millions of its followers around the world; and 7
WHEREAS, Sharia as a political doctrine requires its adherents to actively support 8
the establishment of a political society based upon Sharia as foundational or supreme law 9
and the replacement of any political entity not governed by Sharia with a Sharia political 10
order; and 11
WHEREAS, Sharia includes a doctrine of armed conflict, often referred to as jihad, 12
which has been considered by many scholars across historical periods as a sign ificant 13
component of its legal and traditional framework; and 14
WHEREAS, many interpretations of jihad frame its ultimate objective as the 15
expansion or establishment of governance aligned with Islam through Sharia law across 16
states and societies, invoking coercive or unlawful actions to impose and institute Sharia; 17
and 18
WHEREAS, the institution of Sharia would require the destruction, abrogation, or 19
violation of the Constitution of the United States and the Constitution of Kentucky; and 20
WHEREAS, the threat fro m Sharia -based jihad and terrorism presents a real and 21
present danger to the lawful governance of this Commonwealth and to the peaceful 22
enjoyment of citizenship by its residents; 23
NOW, THEREFORE, 24
Be it resolved by the Senate of the General Assembly of the Commonwealth of 25
Kentucky: 26
Section 1. The Senate affirms that the Constitution of the United States and the 27

Constitution of Kentucky are and shall remain the supreme law in this Commonwealth, 1
and no foreign law or legal system, including Sharia, may interfere with or undermine the 2
rights or protections enshrined in those documents. 3
Section 2. The Senate condemns any foreign law or legal system that runs 4
contrary to the supreme laws of this Commonwealth and declares that this honorable 5
body will take any n ecessary action to safeguard constitutional protections for all 6
Kentuckians. 7
