A RESOLUTION adjourning the Senate in honor and loving memory of Lilburn 1
Winson Roy. 2
WHEREAS, Lilburn Winson Roy was born on June 6, 1939, in Adair County, 3
Kentucky; and 4
WHEREAS, Lilburn Roy dedicated 12 years of his life to serving his community 5
through his work with the Adair County Road Department; and 6
WHEREAS, Lilburn Roy was a longtime member of the Old Paths Church, and led 7
a life of community service, incl uding serving as a founding board member of the 8
Westlake Hospital in Columbia, and as chair of the Adair County Republican Party; and 9
WHEREAS, Lilburn Roy had many unique interests, including vegetable 10
gardening, preserving local history, and collecting a ntique soda bottles. One project of 11
which he was particularly proud was his meticulously compiled 28 -page booklet about 12
the Dr. Pepper Bottling Plant formerly located in Columbia; and 13
WHEREAS, Lilburn Roy traversed these earthly bounds on April 4, 2026, 14
peacefully at his home, and is survived by his loving wife, Geneva May Yarberry Roy, 15
and his son, Steve (Sharman) Roy; and 16
WHEREAS, Lilburn Roy will be remembered for his soft -spoken nature and gentle 17
demeanor. His friends and family will miss his smile, which was a constant comfort and a 18
reflection of his loving spirit; 19
NOW, THEREFORE, 20
Be it resolved by the Senate of the General Assembly of the Commonwealth of 21
Kentucky: 22
Section 1. The Senate hereby expresses its most profound sympathy upon the 23
passing of Lilburn Winson Roy. 24
Section 2. When the Senate adjourns this day, it does so in honor and loving 25
memory of Lilburn Winson Roy. 26
Section 3. The Clerk of the Senate is directed to transmit a copy of this 27
