WHEREAS, Karen Sue Spencer Graham was born in Cabin Creek, West Virgini a 3
to the late Thomas and Delphia Harper Spencer, steeped in the rich history of Appalachia 4
that is shared by West Virginia and the Commonwealth of Kentucky; and 5
WHEREAS, Karen Sue Spencer Graham's convictions, compassion, and 6
comportment were highly influenced by her experiences of growing up in the 1960s —an 7
age marked by significant social transformation; and 8
WHEREAS, Karen Sue Spencer Graham, shaped by these remarkable times in her 9
youth, lived her life radiating kindness and love to humankind and those i n the animal 10
kingdom wherein she found great value, beauty, and joy; and 11
WHEREAS, Karen Sue Spencer Graham was a devoted public servant, working for 12
years with the University of Kentucky Cooperative Extension Service in Powell County, 13
a career in which she considered her client constituency as family, and as the Powell 14
County Clerk; and 15
WHEREAS, Karen Sue Spencer Graham held her family in the highest of esteem 16
and worked tirelessly for their benefit; and 17
WHEREAS, Karen Sue Spencer Graham was the loving and beloved mother of 18
Cory Graham; grandmother of Charleston Graham; sister of Louise Grounds, Barbara 19
(Jim) McPhail, and Teresa Spencer; aunt to Valerie (Jack) Ellis and Stacy King; great -20
aunt of Jackson (Hailey) Ellis, Lauren Ellis, and Samuel King; and 21
WHEREAS, Karen Sue Spencer Graham was also the loving and beloved sister of 22
Carol King and sister-in-law of Dennis Grounds, who preceded her in passing; and 23
WHEREAS, Karen Sue Spencer Graham now is in communion with God and her 24
heavenly family, having departed this earthly life on December 13, 2025; 25
NOW, THEREFORE, 26
Be it resolved by the Senate of the General Assembly of the Commonwealth of 27

Section 1. The Senate extends its sincere condolences to the family, friends, and 2
fellow community members of Karen Sue Spencer Graham, on this solemn occasion of 3
her passing, and affirms that her life immeasurably and positively affected those who had 4
the pleasure of making her acquaintance. 5
Section 2. When the Senate adjourns this day, it does so in honor and loving 6
memory of Karen Sue Spencer Graham. 7
Section 3. The Clerk of the Senate is directed to transmit a copy of this 8
Resolution to Senator Brandon Smith for delivery to the family. 9
