A RESOLUTION adjourning the Senate in honor of Jay Hartz upon the occasion of 1
his forthcoming retirement from the Legislative Research Commission. 2
With kindest res pect and with deep admiration, we pay tribute to Jay Hartz, 3
Director of the Legislative Research Commission, who is retiring after 27 years of 4
distinguished service to the General Assembly. 5
WHEREAS, Jay Hartz, a native son of Ohio and graduate of both Ashl and 6
University and Villanova University, began his career at the Legislative Research 7
Commission in 1999; and 8
WHEREAS, during his 27 years of distinguished service, Jay Hartz has served in 9
numerous roles, including Deputy Chief of Staff to the Senate Presi dent, the first 10
Republican Clerk of the Senate, and, since his appointment in 2019, Director of the LRC; 11
and 12
WHEREAS, Jay Hartz has faithfully carried out the historical duties bestowed upon 13
all LRC Directors, while also successfully guiding the agency thr ough a pandemic and 14
overseeing the Capitol's closure for repairs, the opening of temporary chambers, the 15
implementation of a new personnel system, and significant advances in the use of 16
technology and process to better serve legislators, staff, and the Com monwealth of 17
Kentucky; and 18
WHEREAS, during his entire service to the LRC, Jay Hartz has served as a trusted 19
advisor and confidante to legislators and staff alike, never breaking trust, never seeking 20
recognition or fame for his efforts and counsel, and alw ays insisting that the successes of 21
the LRC be attributed to the legislators and staff whom he served; and 22
WHEREAS, Jay Hartz has approached every day with his trademark integrity, 23
professionalism, and dedication. Respected by everyone he meets in the hall ways of the 24
Capitol and the Annex —from legislators to fellow staff to those employees who have 25
served under his leadership as LRC Director —he truly represents the best the agency has 26
to offer; and 27

WHEREAS, Jay Hartz, a longtime member of our legislative family and an adopted 1
Kentucky son, whose service, deep institutional knowledge, wisdom, and kindness have 2
earned him a place in the General Assembly's and the LRC's shared traditions, lore, and 3
history of public service, will be sorely missed by both legislators and staff; and 4
WHEREAS, the members of this honorable body express their sincere gratitude to 5
Jay Hartz as he embarks upon a well -deserved retirement, duly thank him for his many 6
years of service to this Commonwealth, and wish him well in all his future endeavors; 7
NOW, THEREFORE, 8
Be it resolved by the Senate of the General Assembly of the Commonwealth of 9
Kentucky: 10
Section 1. The members of the Senate hereby recognize Director Jay Hartz for 11
his contributions and commitment to the Legislative Research Commission and to the 12
Commonwealth of Kentucky. 13
Section 2. When the Senate adjourns this day, it does so in honor of Jay Hartz, 14
esteemed Director and friend. 15
Section 3. The Clerk of the Senate is directed to transmit a copy of this 16
Resolution to President Robert Stivers for delivery to Director Jay Hartz. 17
