A RESOLUTION honoring Dr. Jacqueline Sugarman upon receiving the 2026 Jean 1
Sabharwal Award from Bluegrass Families First. 2
WHEREAS, each year, Bluegrass Families Fi rst recognizes an individual who has 3
demonstrated passionate advocacy for Lexington's children and families; and 4
WHEREAS, Bluegrass Families First bestows the Jean Sabharwal Award to an 5
individual who has dedicated his or her professional career to its mis sion to promote and 6
provide opportunities for high quality early childhood development, education, health, 7
and human services for Lexington families in their progress towards self-sufficiency; and 8
WHEREAS, Bluegrass Families First has chosen Dr. Jacqueline Sugarman to be the 9
recipient of the 2026 Jean Sabharwal Award; and 10
WHEREAS, Dr. Sugarman serves as professor of pediatrics at the University of 11
Kentucky as well as the medical director for the Children's Advocacy Center of the 12
Bluegrass and the Children's Advocacy Centers of Kentucky; and 13
WHEREAS, Dr. Sugarman received her medical degree from the Boston University 14
School of Medicine, completed a residency in pediatrics at the Children's Hospital of 15
Philadelphia, and completed a fellowship in pediatric eme rgency medicine at the 16
University of Louisville; and 17
WHEREAS, Dr. Sugarman attained board certification in child abuse pediatrics 18
while serving on the faculty of the Department of Pediatrics at the University of 19
Kentucky, and helped to create the Division of Pediatric Forensic Medicine to medically 20
evaluate children who experience maltreatment and neglect; and 21
WHEREAS, Dr. Sugarman was a member of the committee tasked by the Kentucky 22
Association of Sexual Assault Programs to write the Kentucky Medical Proto col for 23
Child Sexual Assault/Abuse Evaluation, collaborated with medical providers across the 24
state to create the first Pediatric Sexual Assault Nurse Examiner (SANE -P) course in the 25
Commonwealth, and continues to act as both an educator and preceptor for SANE-P 26
course trainees; and 27

WHEREAS, Dr. Sugarman serves on the Kentucky Multidisciplinary Commissio n 1
on Child Sexual Abuse and the Kentucky Association of Sexual Assault Programs Sexual 2
Assault Response Team Advisory Committee, and received the 2025 National Sexual 3
Violence Resource Center's Visionary Voice Award for her commitment to trauma -4
informed ca re, multidisciplinary collaboration, and advancing Kentucky's efforts to 5
protect children and support survivors of sexual abuse; 6
NOW, THEREFORE, 7
Be it resolved by the Senate of the General Assembly of the Commonwealth of 8
Kentucky: 9
Section 1. The Senate hereby honors Dr. Jacqueline Sugarman upon receiving 10
the 2026 Jean Sabharwal Award from Bluegrass Families First. 11
Section 2. When the Senate adjourns this day, it does so in honor of Dr. 12
Jacqueline Sugarman. 13
Section 3. The Clerk of the Senate is directed to transmit a copy of this 14
Resolution to Senator Reginald Thomas for delivery. 15
