A RESOLUTION recognizing the 250th anniversary of the United States Postal 1
Service on July 25, 2025, and encouraging the protection of the institution. 2
WHEREAS, th e United States Postal Service traces its origins to July 25, 1775, 3
when the Second Continental Congress established a postal system and appointed 4
Benjamin Franklin as the first Postmaster General; and 5
WHEREAS, for over 250 years, the United States Postal Service has served as a 6
vital institution of American democracy, communication, and commerce, binding 7
together communities in times of peace, prosperity, crisis, and war; and 8
WHEREAS, the United States Postal Service has played a critical role in the growth 9
and development of the Commonwealth of Kentucky, providing a way to connect rural 10
and urban communities alike, supporting large international corporations and local 11
businesses, serving the varying needs of all citizens, and ensuring that every Kentuckian , 12
regardless of geography, has access to reliable mail service; and 13
WHEREAS, the United States Postal Service operates a fundamental service to the 14
American people and follows congressional directives to prioritize public service over 15
profit, ensuring that every American address has mail delivery six days a week; and 16
WHEREAS, the unofficial motto of the United States Postal Service, "Neither 17
snow, nor rain, nor gloom of night stays these couriers from the swift completion of their 18
appointed rounds," captur es the unwavering service of the postal workers upon which 19
citizens rely on; and 20
WHEREAS, the around 30,000 Kentucky postal employees have demonstrated the 21
renowned dedication, integrity, and commitment to public service, often working under 22
difficult conditions to ensure that mail is delivered safely, accurately, and on time; and 23
WHEREAS, the United States Postal Service has evolved alongside the nation, 24
adapting to new technologies and meeting the changing needs of a wide range of 25
consumers, while also ma intaining its constitutional mission to provide universal service 26
to the state, nation, and internationally; and 27

WHEREAS, the delivery of mail is protected by laws safeguarding privacy and 1
preventing fraud, ensuring that Kentuckians can securely receive critical packages like 2
prescriptions, ballots, and social security checks; and 3
WHEREAS, July 25, 2025, was the 250t h anniversary of the United States Postal 4
Service. This day reminds us of the postal service's historic roots and the continued 5
critical role it provides in ensuring equitable access to communication for all citizens. 6
The bisesquicentennial anniversary als o gives Americans the opportunity to honor the 7
legacy of the men and women who have carried out its mission for two and half 8
centuries; 9
NOW, THEREFORE, 10
Be it resolved by the Senate of the General Assembly of the Commonwealth of 11
Kentucky: 12
Section 1. The members of the Senate hereby recognize and honor the United 13
States Postal Service on its 250th anniversary. 14
Section 2. The Clerk of the Senate is hereby directed to transmit a co py of this 15
Resolution to Senator Reginald Thomas for delivery. 16
