A RESOLUTION urging United States Attorney General Pam Bondi to investigate 1
and prosecute individuals implicated in criminal activities related to the Jeffrey Eps tein 2
files and recognizing the efforts of Kentucky's own Representative Thomas Massie in 3
securing their public release. 4
WHEREAS, Jeffrey Epstein was a convicted sex offender whose criminal activities 5
involved the sexual exploitation and trafficking of mino rs and abuse of children and 6
whose network included numerous high-profile individuals; and 7
WHEREAS, in 2025, Representative Thomas Massie introduced and led the 8
passage of H.R. 4405, the Epstein Files Transparency Act, which requires the Department 9
of Just ice to release all unclassified records, documents, communications, and 10
investigative materials related to the investigation and prosecution of Jeffrey Epstein, 11
with limited exceptions for victim privacy; and 12
WHEREAS, in November 2025, the bill was enacted after passing the United States 13
House of Representatives with overwhelming approval, 427 -1, passing the Senate by 14
unanimous consent, and being signed by President Donald Trump; and 15
WHEREAS, the enactment of the Epstein Files Transparency Act led to the re lease 16
of millions of pages of documents, images, and videos in late 2025 and early 2026; and 17
WHEREAS, these disclosures have revealed new details about Jeffrey Epstein's 18
network and potential associations with participants, as well as evidence that may 19
indicate additional criminal conduct, while also raising ongoing concerns about 20
incomplete releases, excessive redactions, and the need for full accountability; and 21
WHEREAS, victims who are trafficked and exploited in the United States are 22
entitled to the fou ndational value that all are created equal and have unalienable rights to 23
life, liberty, and the pursuit of happiness; and 24
WHEREAS, the Kentucky Senate recognizes that children are especially vulnerable 25
to the predatory tactics of traffickers because they lack the means to defend themselves 26
and escape exploitation; and 27

WHEREAS, the Kentucky Senate has co nsistently prioritized combating sex 1
trafficking and crimes against children through legislation, by partnering with the 2
Attorney General to fund anti -trafficking initiatives in the Commonwealth, and by 3
recognizing January as Human Trafficking Prevention M onth to increase public 4
awareness of the realities of human trafficking; and 5
WHEREAS, the people of Kentucky, including the constituents of Representative 6
Thomas Massie, have a vested interest in ensuring federal law enforcement upholds the 7
rule of law, p rotects vulnerable individuals, pursues justice without fear or favor, and 8
builds on the transparency achieved through the Epstein Files Transparency Act; and 9
WHEREAS, the Senate commends Representative Thomas Massie's persistent 10
efforts to expose the Jeff rey Epstein files and believes that any credible evidence of 11
criminal wrongdoing uncovered therein warrants thorough investigation and appropriate 12
prosecution; 13
NOW, THEREFORE, 14
Be it resolved by the Senate of the General Assembly of the Commonwealth of 15
Kentucky: 16
Section 1. The Senate urges United States Attor ney General Pam Bondi to 17
direct the Department of Justice to conduct a comprehensive review of all materials 18
released pursuant to the Epstein Files Transparency Act, legislation spearheaded by 19
Kentucky's Representative Thomas Massie, and to pursue criminal charges against any 20
individual for whom there is sufficient evidence of violations of federal law, including 21
but not limited to sex trafficking, exploitation of minors, conspiracy, or related offenses. 22
Section 2. The Se nate expresses appreciation for Representative Thomas 23
Massie's leadership in making the Jeffrey Epstein files public, thereby advancing justice 24
for victims and transparency for the American people. 25
Section 3. The Clerk o f the Senate is directed to transmit a copy of this 26
Resolution to the United States Attorney General, the President of the United States, the 27
