APPROPRIATIONS/JUDGMENT: Appropriates funds for the consent judgment against
the state in the suit captioned Gina Raymond v. Allstate Ins. Co. et al.
1 AN ACT
2 Relative to the appropriation of monies out of the state general fund to be used to pay the
3 consent judgment captioned "Gina Raymond versus AllState Insurance Company,
4 Geico Casualty Insurance Company and Preston J. Volpi" between the State of
5 Louisiana, through the Department of Transportation and Development, and Gina
6 Raymond; to provide for an effective date; and to provide for related matters.
7 Be it enacted by the Legislature of Louisiana:
8 Section 1. The sum of Sixty-Five Thousand and No/100 ($65,000.00) Dollars is
9 hereby payable out of the State General Fund (Direct) for Fiscal Year 2025-2026 for
10 payment of the consent judgment captioned "Gina Raymond versus AllState Insurance
11 Company, Geico Casualty Insurance Company and Preston J. Volpi", signed on February
12 4, 2026, between the state of Louisiana, through the Department of Transportation and
13 Development, and Gina Raymond, bearing number 819-252, Division E, on the docket of
14 the Twenty-Fourth Judicial District, parish of Jefferson, state of Louisiana.
15 Section 2. The judgment may only be paid from this appropriation if it is final and
16 shall be paid as to principal, interest, court costs, and expert witness fees as awarded in the
17 judgment. If the provisions of the judgment conflict with the provisions of this Act, the
18 provisions of the judgment shall be controlling. Any other provision of this Act not in
19 conflict with the provisions of the judgment shall control. Payment shall be made only after
20 presentation to the state treasurer of documentation required by the state treasurer. Further,

1 the judgment shall be deemed to have been paid on the effective date of this Act, and interest
2 shall cease to run as of that date.
3 Section 3. This Act shall become effective upon signature by the governor or, if not
4 signed by the governor, upon expiration of the time for bills to become law without signature
5 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If
6 vetoed by the governor and subsequently approved by the legislature, this Act shall become
7 effective on the day following such approval.
