BOARDS/COMMISSIONS: Provides relative to the membership of the Louisiana
Commission on Civic Education
1 AN ACT
2 To enact R.S. 24:972(A)(26), relative to the Louisiana Commission on Civic Education; to
3 provide for the membership of the commission; to provide for effectiveness; and to
4 provide for related matters.
5 Be it enacted by the Legislature of Louisiana:
6 Section 1. R.S. 24:972(A)(26) is hereby enacted to read as follows:
7 §972. Membership; meetings; compensation; staff
8 A. The commission shall consist of the following members:

10 (26) The president of Power Coalition for Equity and Justice, or his
11 designee.

13 Section 2. This Act shall become effective upon signature by the governor or, if not
14 signed by the governor, upon expiration of the time for bills to become law without signature
15 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If
16 vetoed by the governor and subsequently approved by the legislature, this Act shall become
17 effective on the day following such approval.

Abstract: Adds the president of Power Coalition for Equity and Justice, or his designee, to
the membership of the La. Commission on Civic Education.
Present law establishes the La. Commission on Civic Education to educate citizens in the
community and students in schools on the importance of citizen involvement in a
representative democracy and to promote communication and collaboration among
organizations in the state that conduct civic education programs.
Present law establishes the membership of the commission and defines the officers, meeting
times, and staff of the commission.
Present law provides for the membership of the commission as follows:
(1) The governor, or his designee.
(2) The lieutenant governor, or his designee.
(3) The state attorney general, or his designee.
(4) The secretary of state, or his designee.
(5) The president of the Senate, or his designee.
(6) The speaker of the House of Representatives, or his designee.
(7) The chairman of the Senate Committee on Education, or his designee.
(8) The chairman of the House Committee on Education, or his designee.
(9) The state superintendent of education, or his designee.
(10) The president of the State Board of Elementary and Secondary Education, or his
designee.
(11) One state coordinator of the La. Legislators Back to School Program, to represent the
Senate program, appointed by the president of the Senate.
(12) One state coordinator of the La. Legislators Back to School Program, to represent the
House of Representatives Program, appointed by the speaker of the House of
Representatives.
(13) The state coordinator of Project Citizen.
(14) The executive director of the Public Affairs Research Council.
(15) The executive director of the Council for a Better La.
(16) One member to represent La. Public Broadcasting, appointed by the executive
director of the corporation.

(17) One member to represent the League of Women Voters, appointed by the league.
(18) One member to represent the La. Press Assoc. and one member to represent the La.
Assoc. of Broadcasters, appoint by the president of each association.
(19) One member to represent the La. Center for Law and Civic Education, appointed by
the president of its board of directors.
(20) One member to represent the La. Assoc. of Non-Profit Organizations, appointed by
the chairman of the association.
(21) One member to represent the La. Chapter of the National Assoc. for the
Advancement of Colored People, appointed by the president of the chapter.
(22) The chairman of the Volunteer La. Commission, or his designee.
(23) Any additional member who has expertise in civic education or civic involvement,
as may be designated by 3/4 of the commission members present and voting. Such
member shall serve at the pleasure of the commission.
(24) One member from the La. District Judges Assoc. who shall be appointed by the
president of its board of directors to the commission.
(25) The chief justice of the La. Supreme Court, or his designee.
Proposed law retains present law and adds the president of the Power Coalition for Equity
and Justice or his designee to the commission.
Effective upon signature of governor or lapse of time for gubernatorial action.
