HOUSE BILL NO. 1066

SUPPLEMENTAL PAY: Prohibits law enforcement officers employed by a public
postsecondary education institution from receiving state supplemental pay
1 AN ACT
2 To amend and reenact R.S. 40:1667.1(A)(2)(a), relative to state supplemental pay for law
3 enforcement officers; to prohibit certain law enforcement officers from receiving
4 state supplemental pay; to provide for an effective date; and to provide for related
5 matters.
6 Be it enacted by the Legislature of Louisiana:
7 Section 1. R.S. 40:1667.1(A)(2)(a) is hereby amended and reenacted to read as
8 follows:
9 §1667.1. Rate of compensation; prior service; supplemental monthly compensation;
10 police to receive additional compensation

13 (2)(a)(i) Every sworn, commissioned law enforcement officer employed on
14 a full-time basis by a bona fide police agency of the state or its political subdivisions,
15 other than the Department of Public Safety and Corrections and the Department of
16 Wildlife and Fisheries, and headquartered in either the city of New Orleans or Lake
17 Charles, and who serves the welfare of the public in the capacity of a police officer
18 by providing police services to the general public through effecting arrests, issuing
19 citations, and serving warrants while patrolling levees, waterways, and riverfront
20 areas, or while patrolling bridges that are within the boundaries of the city of New

1 Orleans or the city of Lake Charles shall be paid by the state extra compensation in
2 the amount of six hundred dollars per month in addition to the compensation now
3 paid to him by his employer out of self-generated revenue attributable to the agency
4 employing such officers. To be eligible for the extra compensation, each such law
5 enforcement officer shall have completed one year of service, and any such law
6 enforcement officer hired after March 31, 1986, shall also have completed and
7 passed a council-certified training program, as provided in R.S. 40:2405.
8 (ii) The provisions of Item (i) of this Subparagraph shall not apply to a law
9 enforcement officer employed by the Department of Public Safety and Corrections,
10 the Department of Wildlife and Fisheries, or a public postsecondary education
11 institution.

13 Section 2. This Act shall take effect and become operative if and when the Act
14 which originated as House Bill No. 981 of this 2026 Regular Session of the Legislature is
15 enacted and becomes effective.

Abstract: Prohibits law enforcement officers employed by a public postsecondary education
institution from receiving state supplemental pay
Present law requires that commissioned law enforcement officers employed full-time by a
bona fide police agency of the state or its political subdivisions, other than the Dept. of
Public Safety & Corrections and the Dept. of Wildlife & Fisheries, and headquartered in
either New Orleans or Lake Charles, and who serves the public by effecting arrests, issuing
citations, and serving warrants while patrolling levees, waterways, and riverfront areas, or
while patrolling bridges that are within the boundaries either the city of New Orleans or
Lake Charles, be paid supplemental pay of $600 per month.
Proposed law prohibits law enforcement officers employed full-time by a public
postsecondary education institution from receiving state supplemental pay. Proposed law
continues the prohibition of the payment of state supplemental pay to law enforcement
officers employed by the Dept. of Public Safety & Corrections and the Dept. of Wildlife &
Fisheries. Proposed law retains all other provisions of present law.

Effective if and when the Act which originated as HB No. 981 of this 2026 Regular Session
of the Legislature is enacted and becomes effective.
