1 AN ACT
2 To amend and reenact R.S. 51:933(B) and to enact R.S. 51:933(C), relative to cooperative
3 endeavor agreements with Louisiana Economic Development; to establish
4 requirements for entities that enter into cooperative endeavor agreements with
5 Louisiana Economic Development; and to provide for related matters.
6 Be it enacted by the Legislature of Louisiana:
7 Section 1. R.S. 51:933(B) is hereby amended and reenacted and R.S. 51:933(C) is
8 hereby enacted to read as follows:
9 §933. Cooperative endeavor agreement requirements

11 B. The requirements set contained in Subsection A of this Section shall not
12 apply to any existing economic development programs established by the Louisiana
13 Constitution, the Louisiana Revised Statutes of 1950, or by administrative rule, prior
14 to August 15, 2010.
15 C. A cooperative endeavor agreement with a nongovernmental entity shall
16 require the nongovernmental entity to expend at least thirty-five percent of monies
17 received pursuant to the agreement on the purchase of goods manufactured or
18 produced in this state. A nongovernmental entity shall maintain all records
19 necessary to establish the requirements of this Subsection and if requested, shall
20 submit these records to the department. The requirements of this Subsection shall

1 not apply to any economic development programs established by the Louisiana

Abstract: Requires cooperative endeavor agreements (CEAs) between nongovernmental
entities and La. Economic Development (LED) to require the nongovernmental
entity to expend at least 35% of monies received from LED incentives on the
purchase of goods manufactured or produced in this state.
Present law establishes requirements for entities entering into CEAs with LED, such as
specific goals and methods for reimbursement to the state if those goals are not met, a
comprehensive budget provided to the agency, and a plan to monitor compliance with the
terms of the agreement.
Proposed law retains present law but adds a requirement that CEAs between LED and
nongovernmental entities require that a nongovernmental entity expend at least 35% of
monies received from LED incentives on the purchase of goods manufactured or produced
in this state.
Proposed law further limits this requirement to agreements made on or after August 1, 2026.
