ENERGY/PIPELINES: Provides for hazardous material pipeline signage
1 AN ACT
2 To enact R.S. 30:708, relative to hazardous liquid pipeline signage and line markers; to
3 require that operators of hazardous liquid pipelines provide contact information on
4 required signage and line markers; to require annual certification that contact
5 information on signage and line markers is correct and manned at all times; to
6 prohibit waivers of certain requirements; to provide for penalties; and to provide for
7 related matters.
8 Be it enacted by the Legislature of Louisiana:
9 Section 1. R.S. 30:708 is hereby enacted to read as follows:
10 §708. Emergency contact signage
11 A. The secretary shall require every operator of a hazardous liquid pipeline
12 to include contact information on all required signage and line markers. The contact
13 information shall include a telephone number where the operator can be reached at
14 all times.
15 B. Operators shall certify with the secretary at least every twelve months that
16 the contact information included on all of the operator's signs and line markers
17 statewide is up to date and that the telephone number provided is active and will be
18 answered at all times. This certification shall be submitted by certified mail
19 addressed to the secretary.

1 C. In addition to any damages found to be attributable to a violation of this
2 Section, failure to maintain signs and line markers in compliance with this Section
3 shall subject the operator to the penalties provided for in R.S. 30:705.
4 D. The provisions of this Section shall not be subject to the waiver provided
5 for pursuant to R.S. 30:704.

months to the secretary of the Department of Conservation and Energy that the
contact information on signs and line markers is correct and manned at all times.
Present law authorizes the secretary of the Dept. of Conservation and Energy to regulate
hazardous liquid pipelines within the state.

markers at specified locations.
