1 AN ACT
2 To enact R.S. 47:463.243, relative to motor vehicle special prestige license plates; to
3 establish the "Louisiana Dental Hygienists' Association" special prestige license
4 plate; to provide for the issuance, design, implementation, fees, distribution, and rule
5 promulgation applicable to such license plates; and to provide for related matters.
6 Be it enacted by the Legislature of Louisiana:
7 Section 1. R.S. 47:463.243 is hereby enacted to read as follows:
8 §463.243. Special prestige license plate; Louisiana Dental Hygienists' Association;
9 "Registered Dental Hygienist"
10 A.(1) The secretary of the Department of Public Safety and Corrections shall
11 establish a special prestige motor vehicle license plate to be known as the "Louisiana
12 Dental Hygienists' Association" plate, which may be issued, upon application, to any
13 citizen of Louisiana, provided there is a minimum of one thousand applicants for
14 such plate. The plates shall be restricted to use on passenger cars, pick up trucks,
15 recreational vehicles, and vans.
16 (2) The Department of Public Safety and Corrections, office of motor
17 vehicles, shall create this special prestige license plate when the applicable statutory
18 provisions are met and the department's electronic vehicle and registration system
19 is updated to accommodate the creation of the new plates.
20 B. The design shall be in compliance with R.S. 47:463(A)(3). The plate shall
21 be white and light purple. The bottom of the plate shall bear the words "Registered
22 Dental Hygienist" and, directly below, shall bear the name "Louisiana Dental
23 Hygienists' Association". A symbol representing the Louisiana Dental Hygienists'
24 Association shall appear on the left portion of the plate. The letters "RDH" shall
25 appear vertically in the center portion of the plate followed by four alpha-numeric
26 digits for registration purposes.

1 C. The prestige license plate shall be issued, upon application, to any citizen
2 of Louisiana in the same manner as any other motor vehicle license plate.
3 D. The department shall collect an annual royalty fee of twenty-five dollars
4 that shall be disbursed in accordance with Subsection E of this Section. This fee
5 shall be in addition to the standard motor vehicle license tax imposed by Article VII,
6 Section 5 of the Constitution of Louisiana, and a handling fee of three dollars and
7 fifty cents for each plate to be retained by the department to offset a portion of
8 administrative costs.
9 E. The annual royalty fee shall be collected by the department and forwarded
10 to the Louisiana Dental Hygienists' Association. The monies received from the
11 royalty fees shall be used solely for the activities of the Louisiana Dental Hygienists'
12 Association.
13 F. The secretary shall adopt rules and regulations as are necessary to
14 implement the provisions of this Section.
