HOUSE BILL NO. 1192

MTR VEHICLE/LICEN PLATES: Creates the "Louisiana Dental Hygienists' Association"
special prestige license plate
1 AN ACT
2 To enact R.S. 47:463.243, relative to motor vehicle special prestige license plates; to
3 establish the "Louisiana Dental Hygienists' Association" special prestige license
4 plate; to provide for the issuance, design, implementation, fees, distribution, and rule
5 promulgation applicable to such license plates; and to provide for related matters.
6 Be it enacted by the Legislature of Louisiana:
7 Section 1. R.S. 47:463.243 is hereby enacted to read as follows:
8 §463.243. Special prestige license plate; Louisiana Dental Hygienists' Association;
9 "Registered Dental Hygienist"
10 A.(1) The secretary of the Department of Public Safety and Corrections shall
11 establish a special prestige motor vehicle license plate to be known as the "Louisiana
12 Dental Hygienists' Association" plate, which may be issued, upon application, to any
13 citizen of Louisiana, provided there is a minimum of one thousand applicants for
14 such plate. The plates shall be restricted to use on passenger cars, pick up trucks,
15 recreational vehicles, and vans.
16 (2) The Department of Public Safety and Corrections, office of motor
17 vehicles, shall create this special prestige license plate when the applicable statutory
18 provisions are met and the department's electronic vehicle and registration system
19 is updated to accommodate the creation of the new plates.

1 B. The design shall be in compliance with R.S. 47:463(A)(3). The plate shall
2 be white and light purple. The bottom of the plate shall bear the words "Registered
3 Dental Hygienist" and, directly below, shall bear the name "Louisiana Dental
4 Hygienists' Association". A symbol representing the Louisiana Dental Hygienists'
5 Association shall appear on the left portion of the plate. The letters "RDH" shall
6 appear vertically in the center portion of the plate followed by four alpha-numeric
7 digits for registration purposes.
8 C. The prestige license plate shall be issued, upon application, to any citizen
9 of Louisiana in the same manner as any other motor vehicle license plate.
10 D. The department shall collect an annual royalty fee of twenty-five dollars
11 that shall be disbursed in accordance with Subsection E of this Section. This fee
12 shall be in addition to the standard motor vehicle license tax imposed by Article VII,
13 Section 5 of the Constitution of Louisiana, and a handling fee of three dollars and
14 fifty cents for each plate to be retained by the department to offset a portion of
15 administrative costs.
16 E. The annual royalty fee shall be collected by the department and forwarded
17 to the Louisiana Dental Hygienists' Association. The monies received from the
18 royalty fees shall be used solely for the activities of the Louisiana Dental Hygienists'
19 Association.
20 F. The secretary shall adopt rules and regulations as are necessary to
21 implement the provisions of this Section.

Proposed law requires that the Dept. of Public Safety and Corrections (DPS&C), office of
motor vehicles (OMV), issue a special prestige license plate to be known as the "Louisiana
Dental Hygienists' Association" license plate, provided that there is a minimum of 1,000
applicants for such plates.
Proposed law establishes that the plate may issued, upon application, to any citizen of
Louisiana.
Proposed law specifies that the plate is restricted to use on passenger cars, pickup trucks,
recreational vehicles, motorcycles, and vans. Further directs the DP&S, OMV, to create the
special prestige license plate when the applicable statutory provisions are met and the dept.'s
electronic vehicle and registration system is updated to accommodate the creation of new
plates.
Proposed law requires the design include the words "Louisiana Dental Hygienists'
Association" and "Registered Dental Hygienist". Further requires that a symbol representing
the Louisiana Dental Hygienists' Association appear on the left portion of the plate; that the
letters "RDH" appear vertically in the center portion of the plate followed by four alpha-
numeric digits for registration purposes; and that the plate will be white and light purple.
Proposed law specifies that the plate will be issued, upon application, to any citizen of the
state in the same manner as any other motor vehicle license plate.
Proposed law requires that the dept. collect an annual royalty fee of $25 in addition to the
standard motor vehicle license tax imposed in present law and a handling fee of $3.50 for
each plate to be retained by the dept. to offset a portion of administrative costs.
Proposed law requires the annual royalty fee collected by the dept. to be forwarded to the
La. Dental Hygienists' Assoc. and all monies be used solely for the activities of the La.
Dental Hygienists' Assoc.
Proposed law requires the secretary promulgate and adopt rules and regulations as are
necessary to implement the provisions of proposed law.

Summary of Amendments Adopted by House
The Committee Amendments Proposed by House Committee on Transportation,
Highways and Public Works to the original bill:
1. Remove a provision which limits the issuance of the special prestige plate to
those Louisiana citizens who are members of the Louisiana Dental Hygienists'
Association and instead makes the plate available to any Louisiana citizen.
