Plain English Breakdown

The bill summary text does not provide specific details on the appearance or implementation of the designation, leaving some aspects open-ended.

Driver's License Designation for People with Brain Injuries

This law creates a special designation on driver's licenses for people with brain injuries, requires medical proof to get the designation, and trains police officers about how to interact with these individuals.

What This Bill Does

  • Adds a new section in Louisiana’s laws that allows drivers with brain injuries to have a special designation on their driver's license.
  • Requires anyone applying for or renewing a driver's license who wants this designation to provide proof from a doctor or mental health professional licensed anywhere in the U.S.
  • Makes it against the law to lie about having a brain injury to get the special designation, with fines and jail time as penalties.
  • Requires police officers to be trained on how to interact with people who have brain injuries.
  • Gives the Department of Public Safety and Corrections the power to make rules for implementing this new designation.

Who It Names or Affects

  • People with brain injuries who want a special designation on their driver's license
  • Doctors or mental health professionals who diagnose brain injuries
  • Police officers who need training about interacting with people with brain injuries

Terms To Know

Designation
A mark or note added to something, in this case a special label on a driver's license for people with brain injuries.
Qualified Medical Professional
A doctor or mental health expert who can diagnose and treat brain injuries.

Limits and Unknowns

  • The law does not specify what the special designation on driver's licenses will look like.
  • It is unclear how many people with brain injuries will apply for this new designation.
  • The exact details of the police training program are left to be decided by the Department of Public Safety and Corrections.
