CONSTITUTION/CONVENTION: (Constitutional Amendment) Provides for the election

1 A JOINT RESOLUTION
2 Proposing to amend Article XIII, Section 2 of the Constitution of Louisiana, to provide for
3 constitutional conventions; to provide for the election of convention delegates from
4 each legislative district; to provide for the vote requirement for delegates to propose
5 a constitution or alternative propositions; to provide for the vote requirement for
6 ratification of a new constitution by the people; to provide for submission of the
7 proposed amendment to the electors; and to provide for related matters.
8 Section 1. Be it resolved by the Legislature of Louisiana, two-thirds of the members
9 elected to each house concurring, that there shall be submitted to the electors of the state of
10 Louisiana, for their approval or rejection in the manner provided by law, a proposal to
11 amend Article XIII, Section 2 of the Constitution of Louisiana, to read as follows:
12 §2. Constitutional Convention
13 Section 2. Whenever the legislature considers it desirable to revise this
14 constitution or propose a new constitution, it may provide for the calling of a
15 constitutional convention by law enacted by two-thirds of the elected members of
16 each house. The convention shall be composed of one delegate elected from each
17 senatorial district and each representative district. The revision or the proposed
18 constitution and any alternative propositions agreed upon by the convention by two-
19 thirds of the delegates shall be submitted to the people for their ratification or

1 rejection. If the proposal is approved ratified by a majority of the electors voting
2 thereon and in no fewer than three-fourths of the parishes, the governor shall
3 proclaim it to be the Constitution of Louisiana.
4 Section 2. Be it further resolved that this proposed amendment shall be submitted
5 to the electors of the state of Louisiana at the statewide election to be held on November 3,
6 2026.
7 Section 3. Be it further resolved that on the official ballot to be used at the election,
8 there shall be printed a proposition, upon which the electors of the state shall be permitted
9 to vote YES or NO, to amend the Constitution of Louisiana, which proposition shall read as
10 follows:
11 Do you support an amendment to provide for the election of constitutional
12 convention delegates from each state house and senate legislative district, the
13 minimum vote requirement of the convention delegates, and the electorate
14 necessary to ratify a new or revised constitution? (Amends Article XIII,
15 Section 2)
