1 AN ACT
2 To enact R.S. 17:3995(A)(1)(b)(v), relative to charter school funding; to exclude certain
3 local revenues for the purpose of computing per pupil funding amounts for certain
4 charter schools; and to provide for related matters.
5 Be it enacted by the Legislature of Louisiana:
6 Section 1. R.S. 17:3995(A)(1)(b)(v) is enacted to read as follows:
7 §3995. Charter school funding
8 A.(1) For the purpose of funding, a Type 1, Type 3, Type 3B not acting as
9 its own local education agency, and Type 4 charter school shall be considered an
10 approved public school of the local school board entering into the charter agreement.
11 Type 2 charter schools and a Type 3B charter school acting as its own local
12 education agency shall receive a per pupil amount each year authorized by the state
13 board each year as provided in the approved minimum foundation program formula.
14 The per pupil amount provided to a Type 1, 2, 3, 3B, or 4 charter school shall be
15 computed annually and shall be equal to the per pupil amount provided through the
16 minimum foundation program formula, determined by the allocation weights in the
17 formula based upon student characteristics or needs, received by the school district
18 in which the student resides from the following sources based on the district's
19 membership count used in the minimum foundation program formula:

3 (v) For the purposes of this Subparagraph, local revenues of a school board
4 also shall exclude any amount granted by the state for the cost of providing
5 transportation to nonpublic school students as provided in R.S. 17:158.

Abstract: Excludes certain local revenues for the purposes of computing per pupil funding
amounts for certain charter schools.
Present law, relative to charter school funding, provides for the computation of the per pupil
amount for a Type 1, 2, 3, 3B, or 4 charter school to be equal to the per pupil amount
received by the school district in which the student resides from the following sources:
(1) The state-funded per pupil allocation.
(2) Local revenues received during the prior year by the school district from specified
sources, with certain revenues excluded.
Proposed law retains present law and additionally excludes any amount granted by the state
for the cost of providing transportation to nonpublic school students as provided in present
law (R.S. 17:158).
