FUNDS/FUNDING: Provides for the transfer, deposit, and use of monies among state funds
1 AN ACT
2 To repeal R.S. 39:100.49 and 100.50, relative to certain treasury funds; to provide for the
3 transfer, deposit, and use, as specified, of monies in certain treasury funds and
4 accounts; to repeal certain treasury funds; to provide an effective date; and to provide
5 for related matters.
6 Be it enacted by the Legislature of Louisiana:
7 Section 1. Notwithstanding any provision of law to the contrary, the state treasurer
8 is hereby authorized and directed to transfer $144,268,468 to be comprised wholly of
9 nonrecurring revenues out of the State General Fund from the Fiscal Year 2024-2025
10 surplus, as recognized by the Revenue Estimating Conference, to the Budget Stabilization
11 Fund.
12 Section 2.(A) Notwithstanding any provision of law to the contrary, the state
13 treasurer is hereby authorized and directed to transfer $12,760,000 from the State General
14 Fund (Direct) into the Voting Technology Fund.
15 (B) Notwithstanding any provision of law to the contrary, the state treasurer is
16 hereby authorized and directed to transfer $5,000,000 from the State General Fund (Direct)
17 into the Oil and Gas Regulatory Dedicated Fund Account.

1 (D) Notwithstanding any provision of law to the contrary, the state treasurer is
2 hereby authorized and directed to transfer $50,000,000 from the State General Fund (Direct)
3 into the State Emergency Response Fund.
4 Section 3.(A) Notwithstanding any provision of law to the contrary, the state
5 treasurer is hereby authorized and directed to transfer $900,000 from the State General Fund
6 (Direct) into the Imagination Library of Louisiana Fund.
7 (B) Notwithstanding any provision of law to the contrary, the state treasurer is
8 hereby authorized and directed to transfer $1,000,000 from the State General Fund (Direct)
9 into the Reading Enrichment and Academic Deliverables Fund.
10 (C) Notwithstanding any provision of law to the contrary, the state treasurer is
11 hereby authorized and directed to transfer $500,000 from the State General Fund (Direct)
12 into the Conservation Incentive Program Account.
13 Section 4. R.S. 39:100.49 and 100.50 are hereby repealed in their entirety.
14 Section 5.(A) The provisions of this Section and Sections 1, 2, and 4 of this Act shall
15 become effective upon signature by the governor or, if not signed by the governor, upon
16 expiration of the time for bills to become law without signature by the governor, as provided
17 by Article III, Section 18 of the Constitution of Louisiana. If vetoed by the governor and
18 subsequently approved by the legislature, this Act shall become effective on the day
19 following such approval.
20 (B) The provisions of Section 3 of this Act shall become effective July 1, 2026.
