1 AN ACT
2 To enact R.S. 40:1381.1, relative to public service announcements; to provide notice to the
3 public regarding the discharge of weapons in public; to provide for public messaging
4 by the Department of Public Safety and Corrections; to provide for dissemination of
5 public awareness information; to provide for collaboration with the Louisiana
6 Department of Health and municipal police departments; to provide for rulemaking;
7 and to provide for related matters.
8 Be it enacted by the Legislature of Louisiana:
9 Section 1. R.S. 40:1381.1 is hereby enacted to read as follows:
10 §1381.1. Public awareness; discharge of firearm
11 A. The Department of Public Safety and Corrections, office of state police,
12 shall conduct public awareness activities designed to promote the prevention of
13 discharging firearms into the air in public areas where discharging a firearm is
14 prohibited. The public awareness activities shall include but not be limited to public
15 service announcements via radio, television, and social media, promotion of relevant
16 telephone hotlines, and provision of information, regarding the danger of, and
17 criminal penalties for, discharging a firearm into the air in public areas where
18 prohibited.
19 B. The office of state police may collaborate with the Louisiana Department
20 of Health in order to implement the provisions of this Section in accordance with the
21 Administrative Procedure Act.

1 C. The office of state police shall disseminate the public awareness
2 information to the public and to municipal police departments for further
3 dissemination to the public during the time periods specified in Subsection E of this
4 Section.
5 D. The production and dissemination of public awareness activities pursuant
6 to this Section shall be accomplished using funds allocated for such purpose to either
7 the Department of Public Safety and Corrections, the Louisiana Department of
8 Health, or municipal police departments.
9 E. The Department of Public Safety and Corrections, office of state police,
10 and municipal police departments shall disseminate the public awareness information
11 each year from May fifteenth through July fifth and from November fifteenth
12 through January first.
