2 To amend and reenact Subparagraphs (9)(a) and (b) of Article XIV, Section 15.1 of the 1921
3 Constitution of Louisiana, as amended, continued as a statute pursuant to Article X,
4 Section 18 of the 1974 Constitution of Louisiana, and R.S. 33:2479(D) and (H),
5 relative to the municipal fire and police civil service; to provide relative to the state
6 examiner and deputy state examiner; to provide relative to the compensation for the
7 state examiner and deputy state examiner; and to provide for related matters.
8 Be it enacted by the Legislature of Louisiana:
9 Section 1. Subparagraphs (9)(a) and (b) of Article XIV, Section 15.1 of the 1921
10 Constitution of Louisiana, as amended, continued as a statute pursuant to the provisions of
11 Article X, Section 18 of the 1974 Constitution of Louisiana are hereby amended and
12 reenacted to read as follows:
13 §15.1. Fire and police civil service; municipalities of 13,000 to 250,000

15 9. State Examiner and Deputy State Examiner of Municipal Fire and Police
16 Civil Service.
17 a. The office of state examiner of municipal fire and police civil service is
18 created. The state examiner shall be a resident and qualified voter of the state. He
19 shall be a person who has had experience in personnel administration, classification,
20 or employment testing in a classified civil service system and shall serve on a full-

1 time basis. He shall receive and be paid a salary set by the State Civil Service
2 Commission in accordance with the State Civil Service Commission's uniform pay
3 plan. The position of state examiner shall be assigned to the same pay range to
4 which the deputy director of state civil service is assigned. The state examiner shall
5 be paid traveling and living expenses while away from his place of residence.
6 b. The office of deputy state examiner of municipal fire and police civil
7 service is created. The right of appointment, supervision, and discharge of the
8 deputy state examiner is vested in the state examiner. The deputy state examiner is
9 authorized and empowered to exercise the authority and perform the duties of the
10 state examiner as provided in this Section. He shall be a resident and qualified voter
11 of the state. He shall be a person who has had experience in personnel
12 administration, classification, or employment testing in a classified civil service
13 system and shall serve on a full-time basis. He shall receive and be paid a salary set
14 by the state examiner in accordance with the State Civil Service Commission's
15 uniform pay plan. The position of deputy state examiner shall be assigned to the pay
16 range which is two levels below the pay range to which the deputy director of state
17 civil service is assigned. The deputy state examiner shall be paid traveling and living
18 expenses while away from the place of his residence.
