FUNDS/FUNDING: Provides for disposition of monies in the East Baton Rouge Parish
Community Improvement Fund
1 AN ACT
2 To amend and reenact R.S. 47:302.29(B), relative to the East Baton Rouge Parish
3 Community Improvement Fund; to provide for disposition of monies in the fund; to
4 provide for an effective date; and to provide for related matters.
5 Be it enacted by the Legislature of Louisiana:
6 Section 1. R.S. 47:302.29(B) is hereby amended and reenacted to read as follows:
7 §302.29. Disposition of certain collections in East Baton Rouge Parish

9 B. The monies in the East Baton Rouge Parish Community Improvement
10 Fund shall be subject to an annual appropriation of the legislature. Fifty percent of
11 the monies in the fund shall be used for urban mass transit in East Baton Rouge
12 Parish the Greater Baton Rouge Economic Foundation Site Development Fund and
13 the remaining fifty percent of the monies in the fund shall be used for the Research
14 Park Corporation domiciled in East Baton Rouge Parish. The funds allocated herein
15 for urban mass transit shall not be used to displace, replace, or supplant funds
16 previously appropriated or otherwise used for this purpose. All unexpended and
17 unencumbered monies remaining in the fund at the end of the fiscal year shall remain
18 in the fund. The monies in the fund shall be invested by the treasurer in the same
19 manner as the monies in the state general fund, and all interest earned shall be
20 deposited in the state general fund.

1 Section 2. This Act shall become effective on July 1, 2026; if vetoed by the governor
2 and subsequently approved by the legislature, this Act shall become effective on July 1,
3 2026, or on the day following such approval by the legislature, whichever is later.

Abstract: Changes dedication of 50% of monies in the East Baton Rouge Parish
Community Improvement Fund (fund) from urban mass transit in the parish to the
Greater Baton Rouge Economic Foundation Site Development Fund.
Present law establishes the fund as a special fund in the state treasury and provides for
deposit and investment of monies in the fund.
Present law requires 50% of monies in the fund be used for the Research Park Corporation
domiciled in East Baton Rouge Parish. Requires the remaining 50% of monies in the fund
to be used for urban mass transit in the parish. Proposed law changes the dedication of
monies from urban mass transit in the parish to the Greater Baton Rouge Economic
Foundation Site Development Fund. Additionally repeals restrictions on use of monies in
the fund for urban mass transit.
Effective July 1, 2026.
