CRIME: Provides relative to establishing statewide parade safety standards and require
rider accountability
1 AN ACT
2 To enact R.S. 14:39.3 relative to parade safety standards; to direct the Department of Public
3 Safety and Corrections to adopt rules ensuring safety at parades; to provide for
4 incident reports; to provide for identification of parade participants; and to provide
5 for related matters.
6 Be it enacted by the Legislature of Louisiana:
7 Section 1. R.S. 14:39.3 is hereby enacted to read as follows:
8 §39.3. Parade safety standards
9 A. The Department of Public Safety and Corrections shall promulgate rules
10 and regulations in accordance with the Administrative Procedure Act to ensure all
11 of the following public safety measures are met at all permitted parades:
12 (1) To prohibit glass bottles on parade floats.
13 (2) To prohibit discriminatory items and items that convey discriminatory
14 messages.
15 (3) To prohibit throwing items with obscene words or symbols.
16 (4) To establish float rider safety briefings, which shall be provided to each
17 person riding on a parade float.
18 (5) To provide for incident reporting procedures when any of the rules
19 established pursuant to this Section are violated.

1 B. Each organization hosting or conducting a parade shall maintain a list of
2 names of every person riding on a parade float or otherwise participating in a parade
3 procession for the purposes of identification following an incident report made
4 pursuant to this Section.
