1 AN ACT
2 To enact R.S. 47:463.243, relative to motor vehicle special prestige license plates; to
3 establish the "2023 and 2025 LSU Fighting Tigers College World Series Champions"
4 specialty license plate; to provide for the creation, issuance, design, consent,
5 implementation, fees, distribution, and rule promulgation applicable to such license
6 plate; and to provide for related matters.
7 Be it enacted by the Legislature of Louisiana:
8 Section 1. R.S. 47:463.243 is hereby enacted to read as follows:
9 §463.243. Special prestige license plate; "2023 and 2025 LSU Fighting Tigers
10 College World Series Champions"
11 A.(1) The secretary of the Department of Public Safety and Corrections shall
12 establish a special prestige motor vehicle license plate to be known as the "2023 and
13 2025 LSU Fighting Tigers College World Series Champions" plate, provided that
14 there is a minimum of one thousand applicants for such plate. The plate shall be
15 restricted to use on passenger cars, pickup trucks, recreational vehicles, motorcycles,
16 and vans.

1 (2) The Department of Public Safety and Corrections, office of motor
2 vehicles, shall create these special prestige license plates when the applicable
3 statutory provisions are met and the department's electronic vehicle and registration
4 system is updated to accommodate the creation of the new plates.
5 B. The secretary shall work in conjunction with the Louisiana State
6 University Board of Supervisors to select the color and design of the plate, provided
7 it is in compliance with R.S. 47:463(A)(3). The design shall include the words
8 "2023 and 2025 LSU Fighting Tigers College World Series Champions".
9 C.(1) The special prestige license plate shall be issued, upon application, to
10 any citizen of Louisiana in the same manner as any other motor vehicle license plate.
11 (2) Application for a special prestige license plate under this Section
12 constitutes prior written consent and instruction by the applicant to the department
13 to provide his name, address, and birth date to Louisiana State University. The
14 secretary shall ensure that the application for the plate includes a statement granting
15 such consent.
16 D. The department shall collect an annual royalty fee of twenty-five dollars
17 that shall be disbursed in accordance with Subsection E of this Section. This fee
18 shall be in addition to the standard motor vehicle license tax imposed by Article VII,
19 Section 5 of the Constitution of Louisiana and a handling fee of three dollars and
20 fifty cents for each plate to be retained by the department to offset a portion of
21 administrative costs.
22 E.(1) The annual royalty fee shall be collected by the department and
23 forwarded to Louisiana State University as a charitable donation to the university by
24 the applicant.
25 (2) The monies received by Louisiana State University shall be used solely
26 for academic or financial need-based scholarships.
27 F. Upon signing of a contract authorizing the use of the logo of Louisiana
28 State University, the secretary of the Department of Public Safety and Corrections
29 shall establish the "2023 and 2025 LSU Fighting Tigers College World Series
30 Champions" license plate in accordance with this Section.
