1 AN ACT
2 To amend and reenact R.S. 47:463.73(A) and (G) and to enact R.S. 47:463.243, relative to
3 motor vehicle special prestige license plates; to establish blackout license plates; to
4 provide for the creation, issuance, design, implementation, fees, distribution, and rule
5 promulgation applicable to such license plates; to establish the "Acadiana High
6 School", the "Lafayette High School", the "Carencro High School", the "Northside
7 High School", the "Southside High School", the "David Thibodaux STEM Magnet
8 Academy", the "Ovey Comeaux High School", the "Early College Academy", and
9 the "Edward J. Sam Accelerated School of Lafayette" license plates; to provide for
10 the creation and application of existing issuance, design, implementation, fee,
11 distribution, and rule promulgation applicable to Louisiana parochial, public, and
12 private high school license plates; and to provide for related matters.
13 Be it enacted by the Legislature of Louisiana:
14 Section 1. R.S. 47:463.73(A) and (G) are hereby amended and reenacted and R.S.
15 47:463.243 is hereby enacted to read as follows:
16 §463.73. Special prestige license plates; Louisiana parochial, public, and private
17 high schools
18 A.(1) The secretary of the Department of Public Safety and Corrections shall
19 establish a special prestige license plate for the Louisiana parochial, public, and
20 private high schools which have a minimum of one hundred applicants for such
21 plate. The license plate shall be restricted to passenger cars, pickup trucks, vans, and
22 recreational vehicles. The license plate shall be of a color and design selected by the

1 respective high school student council subject to the approval of the respective high
2 school principal, provided that it is in compliance with R.S. 47:463(A)(3).
3 (2) The Department of Public Safety and Corrections, office of motor
4 vehicles, shall create these special prestige license plates when the applicable
5 statutory provisions are met and the department's electronic vehicle and registration
6 system is updated to accommodate the creation of the new plates.

8 G. The secretary shall establish special prestige license plates for Archbishop
9 Hannan High School, Jesuit High School, Mount Carmel Academy, the Academy of
10 the Sacred Heart, Saint Katharine Drexel Preparatory School, Acadiana High School,
11 Baker High School, East Feliciana High School, Glen Oaks High School, Neville
12 High School, Carroll High School, Brusly High School, Port Allen High School,
13 Covington High School, Scotlandville Magnet High School, St. Michael the
14 Archangel High School, St. Mary's Dominican High School, St. Edmund Catholic
15 School, St. Paul's School, St. Scholastica Academy, St. Mary's Academy, Acadiana
16 High School, Lafayette High School, Carencro High School, Northside High School,
17 Southside High School, David Thibodaux STEM Magnet Academy, Ovey Comeaux
18 High School, Early College Academy, Edward J. Sam Accelerated School of
19 Lafayette, and any other parochial, public, or private Louisiana high school in
20 accordance with the provisions of this Section as it was enacted.

22 §463.243. Special prestige license plate; blackout plates
23 A.(1) The secretary of the Department of Public Safety and Corrections shall
24 establish a special prestige motor vehicle license plate to be known as the "blackout"
25 plate, provided that there is a minimum of one thousand applicants for such plate.
26 The plate shall be restricted to use on passenger cars, pickup trucks, recreational
27 vehicles, motorcycles, and vans.
28 (2) The Department of Public Safety and Corrections, office of motor
29 vehicles, shall create these special prestige license plates when the applicable

1 statutory provisions are met and the department's electronic vehicle and registration
2 system is updated to accommodate the creation of the new plates.
3 B. The design shall display white alpha-numeric series on a black
4 background in compliance with R.S. 47:463(A)(3). The design shall include the
5 word "LOUISIANA" centered at the top or bottom of the plate.
6 C. The special license plate shall be issued, upon application to any citizen
7 of Louisiana in the same manner as any other motor vehicle license plate.
8 D. The department shall collect an annual royalty fee of twenty-five dollars
9 that shall be disbursed in accordance with Subsection E of this Section. This fee
10 shall be in addition to the standard motor vehicle license tax imposed by Article VII,
11 Section 5 of the Constitution of Louisiana and a handling fee of three dollars and
12 fifty cents for each plate to be retained by the department to offset a portion of
13 administrative costs.
14 E. The annual royalty fee shall be collected by the department and forwarded
15 to the Louisiana Fraternal Order of Police as a charitable donation to the association
16 by the applicant.
17 F. The secretary shall promulgate and adopt rules and regulations as are
18 necessary to implement the provisions of this Section.
