LEGISLATORS/TERMS: (Constitutional Amendment) Provides for legislative term limits
1 A JOINT RESOLUTION
2 Proposing to amend Article III, Section 4(E) of the Constitution of Louisiana, to provide for
3 the effect of legislative term limits; to prohibit reelection for a certain period of time;
4 to provide for submission of the proposed amendment to the electors; and to provide
5 for related matters.
6 Section 1. Be it resolved by the Legislature of Louisiana, two-thirds of the members
7 elected to each house concurring, that there shall be submitted to the electors of the state of
8 Louisiana, for their approval or rejection in the manner provided by law, a proposal to
9 amend Article III, Section 4(E) of the Constitution of Louisiana, to read as follows:
10 §4. Qualifications; Residence and Domicile Requirements; Term; Election
11 Limitations; Vacancies; Temporary Successors; Salary
12 Section 4.

14 (E) Election Limitation. No person who has been elected to serve as a
15 member of the Senate for more than two and one-half terms in three consecutive
16 terms, that service being during a term of office that began on or after January 8,
17 1996, shall be elected qualify for election to the Senate for the succeeding term ten
18 years following the end of the third consecutive term. No person who has been
19 elected to serve as a member of the House of Representatives for more than two and
20 one-half terms in three consecutive terms, that service being during a term of office

1 that began on or after January 8, 1996, shall be elected qualify for election to the
2 House of Representatives for the succeeding term ten years following the end of the
3 third consecutive term.

5 Section 2. Be it further resolved that this proposed amendment shall be submitted
6 to the electors of the state of Louisiana at the statewide election to be held on November 3,
7 2026.
8 Section 3. Be it further resolved that on the official ballot to be used at the election,
9 there shall be printed a proposition, upon which the electors of the state shall be permitted
10 to vote YES or NO, to amend the Constitution of Louisiana, which proposition shall read as
11 follows:
12 Do you support an amendment to prohibit a term-limited state senator or
13 state representative from qualifying for reelection to the same office for a
14 period of ten years? (Amends Article III, Section 4(E))

Present constitution provides that a member of the legislature shall be elected for a four-year
term. Proposed constitutional amendment retains present constitution.
Present constitution provides that no person who had been elected to serve as a member of
the Senate for more than two and one-half terms in three consecutive terms shall be elected
to the Senate for the succeeding term.
Proposed constitutional amendment provides that a term-limited member of the Senate shall
not qualify for election to the Senate for 10 years following the end of the third consecutive
term, rather than for the succeeding term.
Present constitution provides that no person who has been elected to serve as a member of
the House of Representatives for more than two and one-half terms in three consecutive
terms shall be elected to the House of Representatives for the succeeding term.
