ENERGY/PIPELINES: Requires a five hundred foot setback for carbon dioxide pipelines
1 AN ACT
2 To amend and reenact R.S. 30:1113, relative to siting requirements; to add a setback for
3 construction of carbon dioxide transport pipelines; and to provide for related matters.
4 Be it enacted by the Legislature of Louisiana:
5 Section 1. R.S. 30:1113 is hereby amended and reenacted to read as follows:
6 §1113. Siting requirements
7 A. No Class VI injection wellhead shall be located within five hundred feet
8 of the following:
9 (1) Inhabited dwellings not owned by the storage operator or any owner in
10 interest bound by a contract with the storage operator that allows for location of a
11 Class VI injection well within five hundred feet of an inhabited dwelling.
12 (2) Schools.
13 (3) Healthcare facilities.
14 B. No pipeline for transport of carbon dioxide shall be constructed within
15 five hundred feet of the following:
16 (1) Inhabited dwellings.
17 (2) Schools.
18 (3) Healthcare facilities.

Present law prohibits Class VI injection wellheads from being located within 500 ft. of
inhabited dwellings, schools, and healthcare facilities.
Proposed law retains present law and adds a prohibition for construction of pipelines for
transport of carbon dioxide within 500 ft. of inhabited dwellings, schools, and healthcare
facilities.
