2 To enact R.S. 32:410(A)(3)(a)(x) and R.S. 40:1321(E)(3), relative to information to be
3 identified on driver's licenses and special identification cards; to require the office
4 of motor vehicles to display a certain image on certain identification cards to signify
5 citizenship status; to provide for rulemaking; to provide for applicability; to provide
6 for an effective date; and to provide for related matters.
7 Be it enacted by the Legislature of Louisiana:
8 Section 1. R.S. 32:410(A)(3)(a)(x) is hereby enacted to read as follows:
9 §410. Form of license; photograph, signature of licensee, anatomical gift statement,
10 declaration of life-sustaining procedures, and additional information on
11 license

14 (3)(a) Every license issued shall bear thereon:

16 (x) An image of an eagle in flight to signify that the applicant is a citizen of
17 the United States, provided that the applicant's citizenship has been verified. If the
18 system of the Department of Public Safety and Corrections, office of motor vehicles,
19 is currently unable to accommodate the inclusion of new credentials, any future
20 system upgrade or new card implementation shall include the capability to comply
21 with the requirements of this Item.

10 (3)(a) The Department of Public Safety and Corrections, office of motor
11 vehicles, shall display an image of an eagle in flight on any special identification
12 card issued to signify that the applicant is a citizen of the United States, provided that
13 the applicant’s citizenship has been verified.
14 (b) If the system of the office of motor vehicles is currently unable to
15 accommodate the inclusion of new credentials, any future system upgrade or new
16 card implementation shall include the capability to comply with the requirements of
17 this Paragraph.
18 Section 3. The office of motor vehicles shall promulgate rules in accordance with
19 the Administrative Procedure Act to implement the provisions of this Act, including rules
20 governing the design, placement, and format of the citizenship indicator and acceptable
21 documentation for verifying United States citizenship.
