with a licensed early learning center to operate a microcenter at a school
1 AN ACT
2 To enact R.S. 17:407.22.2, relative to early learning centers; to authorize a school board to
3 engage in a cooperative endeavor with an early learning center to operate a
4 microcenter program; to provide for definitions; to provide for eligibility; and to
5 provide for related matters.
6 Be it enacted by the Legislature of Louisiana:
7 Section 1. R.S. 17:407.22.2 is hereby enacted to read as follows:
8 §407.22.2. Microcenter programs
9 A.(1) Each city, parish, or other local public school board may engage in a
10 cooperative endeavor with an early learning center for the purpose of creating and
11 establishing a microcenter program for the care and education of three-year-olds.
12 (2) For the purposes of this Section, the following terms have the following
13 meanings:
14 (a) "Early learning center" means a licensed Type III provider.
15 (b) "Microcenter program" means an early learning center operating in a
16 school.
17 B. A microcenter program is required to meet all accountability standards
18 of a licensed Type III provider.
19 C. In establishing a program, the school board shall prioritize economically
20 disadvantaged three-year-olds.

Present law (R.S. 17:407.36) provides for types of early learning centers, centers that
provide care and education for children ages birth through five.
Proposed law authorizes a school board to enter into a cooperative endeavor with a licensed
Type III provider to operate a microcenter program in a school.
Proposed law limits program participants to three-year-olds, and requires the school board
to prioritize economically disadvantaged children.
