2 To enact R.S. 17:1518.3 and to repeal Sections 5 through 8 of Act No. 93 of the 2025
3 Regular Session of the Legislature, relative to the transfer of certain state property
4 in Caddo Parish; to repeal authority granted to the commissioner of administration
5 and the secretary of the Department of Transportation and Development to transfer
6 certain property in Caddo Parish; to require the transfer of certain state property in
7 Caddo Parish from the Department of Transportation and Development to the
8 Louisiana State University Health Sciences Center at Shreveport; to provide a
9 property description; to provide terms and conditions; to provide for an effective
10 date; and to provide for related matters.
11 Be it enacted by the Legislature of Louisiana:
12 Section 1. R.S. 17:1518.3 is hereby enacted to read as follows:
13 §1518.3. Transfer of property from the Department of Transportation and
14 Development
15 A. In accordance with the provisions of R.S. 39:11 et seq., the following
16 described property shall be transferred from the Department of Transportation and
17 Development to the Louisiana State University Health Sciences Center at
18 Shreveport:
19 Four (4) certain tracts or parcels of land, together with all
20 improvements situated thereon, consisting of Lots 52 through 66 of Salisbury
21 Park Subdivision and Lots 50, 51 and 52 of Samford Place Subdivision,
22 situated in Section 12, Township 17 North, Range 14 West, Northwestern
23 Land District, Caddo Parish, being the same property identified as Parcel
24 Nos. 28-3, UR-28-3, 50-5 and UR-50-5 in that certain Sale from Rountree
25 Olds-Cadillac Company, Inc., a Louisiana Corporation, represented therein

1 by Brenda B. Stinson, its Vice president, unto the State of Louisiana and the
2 Department of Transportation and Development of the State of Louisiana, for
3 use by the Office of Highways, represented therein by Falcon A. Morgan of
4 said Department of Transportation and Development, dated September 23,
5 1987, and filed of record in the conveyance records of Caddo Parish on
6 October 5, 1987, under Instrument No. 01161048.
7 B. The commissioner of administration and the secretary of the Department
8 of Transportation and Development are authorized to execute such documents as
9 necessary to properly effectuate the transfer required by this Section.
10 C. The transfer required by Subsection A of this Section shall be made
11 effective July 1, 2026.
12 D. Upon completion of the transfer, the Louisiana State University Health
13 Sciences Center Shreveport shall cause documentation of the transfer to be recorded
14 in the conveyance records for Caddo Parish.
15 Section 2. Sections 5 through 8 of Act 93 of the 2025 Regular Session of the
16 Legislature are hereby repealed in their entirety.
17 Section 3. This Act shall become effective upon signature by the governor or, if not
18 signed by the governor, upon expiration of the time for bills to become law without signature
19 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If
20 vetoed by the governor and subsequently approved by the legislature, this Act shall become
21 effective on the day following such approval.
