DISTRICTS/CRIME PREVENT: Provides relative to the boundaries of the Melrose East
Crime Prevention District in East Baton Rouge Parish
1 AN ACT
2 To amend and reenact Section 2(C) of Act No. 446 of the 2024 Regular Session of the
3 Legislature and R.S. 33:9097.7(B), relative to East Baton Rouge Parish; to provide
4 relative to the Melrose East Crime Prevention District; to provide relative to the
5 boundaries of the district; to provide for technical changes; to provide for
6 effectiveness; and to provide for related matters.
7 Notice of intention to introduce this Act has been published
8 as provided by Article III, Section 13 of the Constitution of
9 Louisiana.
10 Be it enacted by the Legislature of Louisiana:
11 Section 1. Section 2(C) of Act No. 446 of the 2024 Regular Session of the
12 Legislature is hereby amended and reenacted to read as follows:

15 (C) At no time shall a property owner in the district be subject to an annual
16 parcel fee, whether paid to the district or to the parish on behalf of the district or
17 both, that exceeds the rate limits provided in R.S. 33:9097.4(F)(1) R.S.
18 33:9097.7(F)(1) as amended by this Act.

1 Section 2. R.S. 33:9097.7(B) is hereby amended and reenacted to read as follows:
2 §9097.7. Melrose East Crime Prevention District

4 B.(1) Boundaries. The district shall encompass the area included within the
5 following perimeter: Renoir Avenue, North Ardenwood Drive, North Lobdell
6 Boulevard, and Florida Boulevard (north side).
7 (2) Notwithstanding the provisions of Paragraph (1) of this Subsection, the
8 boundaries of the district shall also encompass the area included on both sides of the
9 following streets: Renoir Avenue, North Ardenwood Drive, and North Lobdell
10 Boulevard, and Florida Boulevard if the question of expansion and imposition of the
11 parcel fee is approved by a majority of the registered voters in the area included
12 within the expanded boundaries voting on a proposition at an election held for that
13 purpose in accordance with the Louisiana Election Code. No less than thirty days
14 prior to any election held to approve such expansion and parcel fee, the board shall
15 mail notification of the upcoming election to each registered voter of the expanded
16 area and to each owner of a parcel in the expanded area who is not a registered voter
17 of the expanded area.

19 Section 3. This Act shall become effective upon signature by the governor or, if not
20 signed by the governor, upon expiration of the time for bills to become law without signature
21 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If
22 vetoed by the governor and subsequently approved by the legislature, this Act shall become
23 effective on the day following such approval.

Present law creates the Melrose East Crime Prevention District as a political subdivision in
East Baton Rouge Parish for the purpose of aiding in crime prevention and adding to the
security of district residents by providing for an increase in the presence of law enforcement
personnel in the district. Provides that the district is governed by a seven-member board of
commissioners. Provides for the district's powers and duties.
Proposed law retains present law.
Present law provides for district boundaries. Proposed law makes changes to the district's
boundaries.
Proposed law makes technical changes to present law (§2(C) of Act No. 446 of the 2024
R.S.).
Effective upon signature of governor or lapse of time for gubernatorial action.
