HOUSE BILL NO. 818

1 AN ACT
2 To enact R.S. 17:24.4(F)(7)(c) through (i) and 406.9(B)(15), relative to student assessments;
3 to provide for posting of certain schedules; to provide for required schedule content;
4 to provide for reporting of certain information to the Department of Education; to
5 provide relative to the Parents' Bill of Rights for Public Schools; to provide for rules;
6 and to provide for related matters.
7 Be it enacted by the Legislature of Louisiana:
8 Section 1. R.S. 17:24.4(F)(7)(c) through (i) and 406.9(B)(15) are hereby enacted to
9 read as follows:

18 (c)(i) Beginning in the 2026-2027 school year and for each school year
19 thereafter, no later than August first of each year, the department shall post on its
20 website a statewide mandated assessments schedule for administration during the
21 upcoming school year.

1 (ii) The schedule shall include only those assessments and screeners required
2 by federal law, state law, or rules of the state board and shall exclude assessments
3 required solely by a public school governing authority.
4 (iii) The schedule shall not require a login, password, or other restricted
5 access to view. The department shall also post the schedule in a portable document
6 format.
7 (iv) The department shall use a uniform template for the schedule, including
8 plain-language labels for delivery method. For each assessment listed on the
9 schedule, the department shall include, at a minimum, the assessment name and, if
10 applicable, vendor or publisher; the grade level assessed; the subject or content area;
11 the delivery method; the administration date or administration window, and any
12 make-up window; the number of administrations required per school year; the
13 estimated minutes per student administration; the estimated total minutes per student
14 per school year for the assessment; an authority field identifying whether the
15 assessment is required by federal law, state law, or rules of the state board; and a
16 citation field.
17 (v) The schedule shall be maintained on the website throughout the school
18 year and shall be updated no later than ten business days after any change to
19 statewide assessment requirements, administration dates or windows, frequency, or
20 duration estimates.
21 (vi) Information posted pursuant to this Subparagraph shall not include
22 personally identifiable student information or student-level assessment results.
23 (d)(i) Beginning in the 2026-2027 school year and for each school year
24 thereafter, no later than August first of each year, each public school governing
25 authority shall maintain on its website the assessment scheduling information as
26 provided by this Subparagraph.
27 (ii) No later than ten business days after the department posts or updates the
28 schedule pursuant to Subparagraph (c) of this Paragraph, each public school
29 governing authority shall post on the website all of the following:

1 (aa) A direct hyperlink to the most recent statewide mandated assessments
2 schedule as posted on the department's website.
3 (bb) A portable document format copy of the most recent statewide
4 mandated assessments schedule, which shall be the portable document format made
5 available by the department or a portable document format that is identical in
6 content.
7 (iii) Beginning in the 2026-2027 school year and for each school year
8 thereafter, no later than November first of each school year, each public school
9 governing authority shall post on the same website pursuant to Item (i) of this
10 Subparagraph a portable document format schedule of all locally adopted or required
11 benchmarks, interim assessments, screeners, progress-monitoring assessments, and
12 other locally required assessments for administration during that school year.
13 (iv) This schedule shall include all locally adopted or required benchmarks,
14 interim assessments, screeners, progress-monitoring assessments, and other locally
15 required assessments that are not required by federal law, state law, or rules of the
16 state board.
17 (v) The website and any schedules posted pursuant to this Subparagraph
18 shall not require a login, password, or other restricted access to view and shall be
19 maintained on the website throughout the school year.
20 (e)(i) The department shall prescribe a uniform template for the schedule as
21 provided by Subparagraph (d) of this Paragraph, including plain-language labels for
22 delivery method.
23 (ii) For each locally adopted or required benchmark, interim assessment,
24 screener, progress-monitoring assessment, and other locally required assessment
25 listed on the schedule, the governing authority shall include, at a minimum, the
26 assessment name and, if applicable, vendor or publisher; the grade level or student
27 group assessed; the subject or content area, if applicable; the type of assessment; the
28 delivery method; the administration date or administration window; the number of
29 administrations required per school year; the estimated minutes per student per
30 administration; the estimated total minutes per student per school year for the

1 assessment; the purpose of the assessment; the intended use of the results; the date
2 or estimated date by which results are expected to be available to educators and
3 parents; the local policy, rule, board action, administrative directive, or school
4 requirement requiring the assessment; and whether the assessment replaces,
5 supplements, or duplicates another assessment and, if so, the name of that other
6 assessment.
7 (iii) For purposes of this Paragraph, "administration window" means a range
8 of school days during which an assessment may be administered, and the days within
9 the range are not required to be consecutive.
10 (f)(i) Beginning in the 2026-2027 school year and for each school year
11 thereafter, no later than November first of each school year, each public school
12 governing authority shall submit to the department, in the form and manner
13 prescribed by the department, the information required to be posted as provided by
14 Subparagraphs (d), (e), and (h) of this Paragraph, including the internet address
15 where the schedule is posted.
16 (ii) No later than December twentieth of each year, the department shall
17 compile the submissions received pursuant to this Subparagraph and shall transmit
18 the compilation to the House Committee on Education and the Senate Committee on
19 Education.
20 (iii) No later than January fifteenth of each year, the department shall publish
21 on its website a portable document format compilation of the submissions received
22 pursuant to this Subparagraph.
23 (g) Information posted and submitted pursuant to this Paragraph shall not
24 include personally identifiable student information or student-level assessment
25 results.
26 (h)(i) Beginning in the 2026-2027 school year and for each school year
27 thereafter, each public school governing authority shall prepare an annual local
28 assessment review report and shall post the report on the same website as the
29 schedule required by Subparagraph (d) of this Paragraph no later than November first
30 of each school year.

1 (ii) The annual local assessment review report shall address, for each locally
2 adopted or required benchmark, interim assessment, screener, progress-monitoring
3 assessment, and other locally required assessment listed on the schedule required by
4 Subparagraph (d) of this Paragraph, all of the following:
5 (aa) The time required to administer the assessment.
6 (bb) The purpose of the assessment.
7 (cc) The intended use of the results.
8 (dd) The timeliness of results.
9 (ee) Whether the assessment duplicates another assessment.
10 (ff) Whether the assessment was retained, reduced, consolidated, replaced,
11 or eliminated as a result of the annual review.
12 (iii) The report required by this Subparagraph shall be submitted to the
13 department in the form and manner prescribed by the department.
14 (i) Beginning in the 2026-2027 school year and for each school year
15 thereafter, the department shall annually publish on its website a consolidated
16 inventory of assessments and screeners required by federal law, state law, and rules
17 of the state board. The inventory shall not include personally identifiable student
18 information or student-level assessment results.

24 (15) To receive from the public school governing authority the statewide
25 mandated assessments schedule and the schedule of all locally adopted or required
26 benchmarks, interim assessments, screeners, progress-monitoring assessments, and
27 other locally required assessments applicable to the child's grade level, course
28 enrollment, and student group, if applicable, no later than ten business days after
29 such schedules are posted pursuant to R.S. 17:24.4(F)(7), and to be notified by email
30 as soon as possible of any revisions to such schedules. Such schedules shall be

1 posted to the school's website and shall include, at a minimum, the information
2 required pursuant to R.S. 17:24.4(F)(7).

4 Section 2. The state Department of Education shall develop and publish any
5 templates and implementation materials necessary to implement the provisions of this Act
6 prior to the 2026-2027 school year, and the State Board of Elementary and Secondary
7 Education may adopt rules as necessary to implement the provisions of this Act.
8 Section 3. This Act shall become effective upon signature by the governor or, if not
9 signed by the governor, upon expiration of the time for bills to become law without signature
10 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If
11 vetoed by the governor and subsequently approved by the legislature, this Act shall become
12 effective on the day following such approval.
