HOUSE BILL NO. 854

1 AN ACT
2 To amend and reenact R.S. 47:463.73(A) and (G) and to enact R.S. 47:463.243 through
3 463.247, relative to motor vehicle special prestige license plates; to establish the
4 "Alzheimer's Awareness" specialty license plate; to establish the "Lupus
5 Awareness" specialty plate; to establish the "Krewe of Sobek", the "Mystic Krewe
6 of Imani", and the "Krewe of Harambee" specialty plates; to provide for the creation,
7 issuance, design, implementation, fees, distribution, and rule promulgation
8 applicable to such license plates; to establish the "Huntington High School",
9 "Haynesville Jr./Sr. High School", "Lincoln Preparatory School", and the "Green
10 Oaks Performing Arts Academy" specialty plates; to provide for the creation and
11 application of existing issuance, design, implementation, fee, distribution, and rule
12 promulgation applicable to Louisiana parochial, public, and private high school
13 license plates; and to provide for related matters.
14 Be it enacted by the Legislature of Louisiana:
15 Section 1. R.S. 47:463.73(A) and (G) are hereby amended and reenacted and R.S.
16 47:463.243 through 463.247 are hereby enacted to read as follows:
17 §463.73. Special prestige license plates; Louisiana parochial, public, and private
18 high schools
19 A.(1) The secretary of the Department of Public Safety and Corrections shall
20 establish a special prestige license plate for the Louisiana parochial, public, and
21 private high schools which have a minimum of one hundred applicants for such
22 plate. The license plate shall be restricted to passenger cars, pickup trucks, vans, and
23 recreational vehicles. The license plate shall be of a color and design selected by the
24 respective high school student council subject to the approval of the respective high
25 school principal, provided that it is in compliance with R.S. 47:463(A)(3).

1 (2) The Department of Public Safety and Corrections, office of motor
2 vehicles, shall create this special prestige license plate when the applicable statutory
3 provisions are met and the department's electronic vehicle and registration system
4 is updated to accommodate the creation of the new plates.

6 G. The secretary shall establish special prestige license plates for Archbishop
7 Hannan High School, Jesuit High School, Mount Carmel Academy, the Academy of
8 the Sacred Heart, Saint Katharine Drexel Preparatory School, Acadiana High School,
9 Baker High School, East Feliciana High School, Glen Oaks High School, Neville
10 High School, Carroll High School, Brusly High School, Port Allen High School,
11 Covington High School, Scotlandville Magnet High School, St. Michael the
12 Archangel High School, St. Mary's Dominican High School, St. Edmund Catholic
13 School, St. Paul's School, St. Scholastica Academy, St. Mary's Academy, Huntington
14 High School, Haynesville Jr./Sr. High School, Lincoln Preparatory School, Green
15 Oaks Performing Arts Academy, and any other parochial, public, or private
16 Louisiana high school in accordance with the provisions of this Section as it was
17 enacted.

19 §463.243. Special prestige license plate; Alzheimer's Awareness
20 A.(1) The secretary of the Department of Public Safety and Corrections shall
21 establish a special prestige motor vehicle license plate to be known as the
22 "Alzheimer's Awareness" plate, provided that there is a minimum of one thousand
23 applicants for such plate. The plate shall be restricted to use on passenger cars,
24 pickup trucks, recreational vehicles, motorcycles, and vans.
25 (2) The Department of Public Safety and Corrections, office of motor
26 vehicles, shall create this special prestige license plate when the applicable statutory
27 provisions are met and the department's electronic vehicle and registration system
28 is updated to accommodate the creation of the new plates.
29 B. The secretary shall work in conjunction with the Alzheimer's Association
30 Louisiana Chapter to select the color and design of the plate, provided it is in

1 compliance with R.S. 47:463(A)(3). The design shall include "Alzheimer's
2 Awareness" and the official purple Alzheimer's Awareness logo.
3 C. The special prestige license plate shall be issued, upon application to any
4 citizen of Louisiana in the same manner as any other motor vehicle license plate.
5 D. The department shall collect an annual royalty fee of twenty-five dollars
6 that shall be disbursed in accordance with Subsection E of this Section. This fee
7 shall be in addition to the standard motor vehicle license tax imposed by Article VII,
8 Section 5 of the Constitution of Louisiana and a handling fee of three dollars and
9 fifty cents for each plate to be retained by the department to offset a portion of
10 administrative costs.
11 E. The annual royalty fee shall be collected by the department and
12 forwarded to the Alzheimer's Association Louisiana Chapter as a charitable donation
13 to the association by the applicant.
14 F. The secretary shall promulgate and adopt rules and regulations as are
15 necessary to implement the provisions of this Section.
16 §463.244. Special prestige license plate; Lupus Awareness
17 A.(1) The secretary of the Department of Public Safety and Corrections shall
18 establish a special prestige motor vehicle license plate to be known as the "Lupus
19 Awareness" plate, provided there is a minimum of one thousand applicants for such
20 plates. The license plates shall be restricted to use on passenger cars, pick up trucks,
21 recreational vehicles, and vans.
22 (2) The Department of Public Safety and Corrections, office of motor
23 vehicles, shall create this special prestige license plate when the applicable statutory
24 provisions are met and the department's electronic vehicle and registration system
25 is updated to accommodate the creation of the new plates.
26 B. The secretary shall work in conjunction with the R. Tammy Fleming
27 Lupus Foundation to select the color and design of the plate, provided it is in
28 compliance with R.S. 47:463(A)(3). The design shall include "Lupus Awareness"
29 and the official purple butterfly logo.

1 C. The special prestige license plate shall be issued, upon application to any

15 A.(1) The secretary of the Department of Public Safety and Corrections shall
16 establish a special prestige motor vehicle license plate to be known as the "Krewe
17 of Sobek" plate, provided there is a minimum of one thousand applicants for such
18 plates. The license plates shall be restricted to use on passenger cars, pick up trucks,
19 recreational vehicles, and vans.
20 (2) The Department of Public Safety and Corrections, office of motor
21 vehicles, shall create this special prestige license plate when the applicable statutory
22 provisions are met and the department's electronic vehicle and registration system
23 is updated to accommodate the creation of the new plates.
24 B. The secretary shall work in conjunction with the captain of the Krewe of
25 Sobek to select the color and design of the plate, provided it is in compliance with
26 R.S. 47:463(A)(3). The design shall include "Krewe of Sobek".
27 C. The special prestige license plate shall be issued, upon application, to any
28 member in good standing of the Krewe of Sobek.

13 A.(1) The secretary of the Department of Public Safety and Corrections shall
14 establish a special prestige motor vehicle license plate to be known as the "Mystic
15 Krewe of Imani" plate, provided there is a minimum of one thousand applicants for
16 such plates. The license plates shall be restricted to use on passenger cars, pick up
17 trucks, recreational vehicles, and vans.
18 (2) The Department of Public Safety and Corrections, office of motor
19 vehicles, shall create this special prestige license plate when the applicable statutory
20 provisions are met and the department's electronic vehicle and registration system
21 is updated to accommodate the creation of the new plates.

28 D. The department shall collect an annual royalty fee of twenty-five dollars
29 that shall be disbursed in accordance with Subsection E of this Section. This fee
30 shall be in addition to the standard motor vehicle license tax imposed by Article VII,

1 Section 5 of the Constitution of Louisiana, and a handling fee of three dollars and
2 fifty cents for each plate to be retained by the department to offset a portion of
3 administrative costs.
4 E. The annual royalty fee shall be collected by the department and forwarded
5 to the Mystic Krewe of Imani. The monies received from the royalty fees shall be
6 used solely for the activities of the Mystic Krewe of Imani.
7 F. The secretary shall adopt rules and regulations as are necessary to
8 implement the provisions of this Section.

10 A.(1) The secretary of the Department of Public Safety and Corrections shall
11 establish a special prestige motor vehicle license plate to be known as the "Krewe
12 of Harambee" plate, provided there is a minimum of one thousand applicants for
13 such plates. The license plates shall be restricted to use on passenger cars, pick up
14 trucks, recreational vehicles, and vans.
15 (2) The Department of Public Safety and Corrections, office of motor
16 vehicles, shall create this special prestige license plate when the applicable statutory
17 provisions are met and the department's electronic vehicle and registration system
18 is updated to accommodate the creation of the new plates.

20 Harambee to select the color and design of the plate, provided it is in compliance

24 D. The department shall collect an annual royalty fee of twenty-five dollars
25 that shall be disbursed in accordance with Subsection E of this Section. This fee

27 Section 5 of the Constitution of Louisiana, and a handling fee of three dollars and
28 fifty cents for each plate to be retained by the department to offset a portion of
