technology
1 AN ACT
2 To amend and reenact R.S. 32:412(A)(1), (2), (3), (5), and (6), (B)(1) and (2), and (C)(1)
3 and to enact R.S. 32:402.4, relative to driver's license fees; to create the Pursuit
4 Safety and Officer Technology Fund Account as a dedicated fund in the state
5 treasury; to provide for a supplemental fee to fund pursuit intervention technology
6 and law enforcement safety training; to provide for the use of the funds; to provide
7 an effective date; and to provide for related matters.
8 Be it enacted by the Legislature of Louisiana:
9 Section 1. R.S. 32:412(A)(1), (2), (3), (5), and (6), (B)(1) and (2), and (C)(1) are
10 hereby amended and reenacted and R.S. 32:402.4 is hereby enacted to read as follows:
11 §402.4. Pursuit Safety and Officer Technology Fund Account
12 A. There is hereby created, as a special dedicated fund account in the state
13 treasury, the "Pursuit Safety and Officer Technology Fund", hereinafter referred to
14 as the "account".
15 B. After compliance with the requirements of Article VII, Section 9(B) of
16 the Constitution of Louisiana relative to the Bond Security and Redemption Fund,
17 and after a sufficient amount is allocated from that account to pay all of the

1 obligations secured by the full faith and credit of the state which become due and
2 payable within any fiscal year, the treasurer shall pay into the account an amount
3 equal to the monies generated by the supplemental fees as provided in R.S.
4 32:412(A)(1), (2), (3), (5), and (6), (B)(1) and (2), and (C)(1).
5 C. The monies in the account shall be appropriated by the legislature to the
6 Louisiana Commission on Law Enforcement and the Administration of Criminal
7 Justice and shall be used solely for the following purposes:
8 (1) Providing grants to state, parish, and municipal law enforcement agencies
9 for the acquisition of pursuit intervention technology, including but not limited to
10 GPS tracking projectiles, remote-deployment tire deflation devices, and
11 vehicle-tethering systems.
12 (2) Providing grants to state, parish, and municipal law enforcement agencies
13 for the development and implementation of training programs for the safe
14 deployment of pursuit intervention devices and technology.
15 (3) Administrative costs of the Louisiana Commission on Law Enforcement
16 and the Administration of Criminal Justice associated with the grant program, not to
17 exceed five percent of the annual fund balance.

19 §412. Amount of fees; credit or refund; duration of license; veteran designation;
20 special needs or accommodation designations; disbursement of funds;
21 renewal by mail or electronic commerce of Class "D" or "E" drivers' licenses;
22 disposition of certain fees; exception
23 A.(1) Every applicant for a Class "D" driver's license, or for a renewal of a
24 Class "D" driver's license, except those bona fide residents of the city of New
25 Orleans, shall pay for such basic license a fee of forty-two forty-four dollars and
26 seventy-five cents. Eleven dollars and fifteen cents of the fee shall be paid to the
27 Louisiana State Police Retirement System Fund. One dollar and fifty cents of the fee
28 shall be forwarded by the department to the litter abatement account which is created
29 within the Conservation Fund through the provisions of R.S. 56:10(B)(15). Two

1 dollars of the fee shall be forwarded by the department to the Pursuit Safety and
2 Officer Technology Fund Account as a supplemental pursuit safety fee.
3 (2) The fee for Class "D" driver's licenses, or renewal of a Class "D" driver's
4 license, issued to bona fide residents of the city of New Orleans shall be fifty-four
5 fifty-six dollars, fifteen dollars of which shall be payable by the department to the
6 board of trustees of the police pension fund of the city of New Orleans. One dollar
7 and eighty-four cents of the fee shall be paid to the Louisiana State Police Retirement
8 System Fund. One dollar and fifty cents of the fee shall be forwarded by the
9 department to the litter abatement account which is created within the Conservation
10 Fund through the provisions of R.S. 56:10(B)(15). Two dollars of the fee shall be
11 forwarded by the department to the Pursuit Safety and Officer Technology Fund
12 Account as a supplemental pursuit safety fee.
13 (3) There shall be a fee of seven nine dollars and fifty cents for an
14 emergency vehicle endorsement for any vehicle group. Two dollars of the fee shall
15 be forwarded by the department to the Pursuit Safety and Officer Technology Fund
16 Account as a supplemental pursuit safety fee.

18 (5) Every applicant for a Class "E" driver's license, or for a renewal of a
19 Class "E" driver's license, except those bona fide residents of the city of New
20 Orleans, shall pay for such basic license a fee of twenty twenty-two dollars and
21 twenty-five cents, which shall be the cost of such basic license. Five dollars and
22 sixty-three cents of the fee shall be paid to the Louisiana State Police Retirement
23 System Fund. One dollar and fifty cents of the fee shall be forwarded by the
24 department to the litter abatement account which is created within the Conservation
25 Fund through the provisions of R.S. 56:10(B)(15). Two dollars of the fee shall be
26 forwarded by the department to the Pursuit Safety and Officer Technology Fund
27 Account as a supplemental pursuit safety fee.
28 (6) The fee for a Class "E" driver's license, or renewal of a Class "E" driver's
29 license, issued to bona fide residents of the city of New Orleans shall be twenty

1 twenty-two dollars and twenty-five cents, three dollars and seventy-five cents of
2 which shall be paid by the department to the board of trustees of the police pension
3 funds of the city of New Orleans. Three dollars and seventy-five cents of the fee
4 shall be paid to the Louisiana State Police Retirement System Fund. One dollar and
5 fifty cents of the fee shall be forwarded by the department to the litter abatement
6 account which is created within the Conservation Fund through the provisions of
7 R.S. 56:10(B)(15). Two dollars of the fee shall be forwarded by the department to
8 the Pursuit Safety and Officer Technology Fund Account as a supplemental pursuit
9 safety fee.

11 B.(1) Every applicant for a Class "A", "B", or "C" commercial driver's
12 license, or for a renewal of a basic Class "A", "B", or "C" commercial driver's
13 license, except for those bona fide residents of the city of New Orleans, shall pay for
14 such basic license a fee of sixty-one sixty-three dollars and fifty cents. Sixteen
15 dollars and twenty cents of the fee shall be paid to the Louisiana State Police
16 Retirement System Fund. One dollar and fifty cents of the fee shall be forwarded by
17 the department to the litter abatement account which is created within the
18 Conservation Fund through the provisions of R.S. 56:10(B)(15). Two dollars of the
19 fee shall be forwarded by the department to the Pursuit Safety and Officer
20 Technology Fund Account as a supplemental pursuit safety fee.
21 (2) The fee for a basic Class "A", "B", or "C" commercial driver's license, or
22 for the renewal of a basic Class "A", "B", or "C" commercial driver's license, issued
23 to bona fide residents of the city of New Orleans shall be seventy-six seventy-eight
24 dollars and fifty cents, fifteen dollars of which fee shall be paid by the department

29 provisions of R.S. 56:10(B)(15). Two dollars of the fee shall be forwarded by the

1 department to the Pursuit Safety and Officer Technology Fund Account as a
2 supplemental pursuit safety fee.

4 C.(1) The addition of a motorcycle or motor scooter endorsement to a basic
5 license will require, besides the specific examination for such vehicles, the payment
6 of an additional fee of twelve fourteen dollars. If the motorcycle endorsement is to
7 any license which is valid for less than six years, the fee for the endorsement will be
8 six eight dollars. Two dollars of the fee shall be forwarded by the department to the
9 Pursuit Safety and Officer Technology Fund Account as a supplemental pursuit
10 safety fee.

12 Section 2. This Act shall become effective on July 1, 2026.

Abstract: Establishes a supplemental fee for certain classes of drivers licenses to fund the
Pursuit Safety and Officer Technology Fund Account.
Proposed law (R.S. 32:402.4) establishes the "Pursuit Safety and Officer Technology Fund
Account".
Proposed law requires the treasurer pay into the account an amount equal to the amount
generated by the supplemental fees as provided in proposed law.
Proposed law requires the account be appropriated by the legislature to the La. Commission
on Law Enforcement and the Administration of Criminal Justice (LCLE&ACJ) for solely
the following purposes:
(1) Providing grants to state, parish, and municipal law enforcement agencies to acquire
pursuit intervention technology, including but not limited to GPS tracking,
projectiles, remote-deployment tire deflation devices, and vehicle-tethering systems.
(2) Developing and implementing mandatory statewide training programs for the safe
deployment of such technology.
(3) Administrative costs of the LCLE&ACJ associated with the grant program, not to
exceed 5% of the annual fund balance.
Present law (R.S. 32:412(A)(1)) requires any La. citizen applying for or renewing a Class
"D" driver's license to pay a basic license fee of $42.75, with fees of $11.15 paid to the La.

State Police Retirement System Fund and $1.50 paid to the litter abatement accounted within
the Conservation Fund.
Proposed law modifies present law by increasing the fee for any La. citizen applying for or
renewing a Class "D" driver's license to pay a basic license fee from $42.75 to $44.75.
Requires $2 of that fee be paid to the Pursuit Safety and Officer Technology Fund Account
as a supplemental fee.
Present law (R.S. 30.412(A)(2)) requires any New Orleans (N.O.) resident applying for or
renewing a Class "D" driver's license to pay a basic license fee of $54.15, with $15 payable
by the dept. to the N.O. police pension board of trustees. Additionally requires a $1.84 fee
paid to the La. State Police Retirement System Fund and $1.50 paid to the litter abatement
accounted within the Conservation Fund.
Proposed law modifies present law by increasing the fee for any N.O. resident applying for
or renewing a Class "D" driver's license to pay a basic license fee from $54.15 to $56.15.
Requires $2 of that fee be paid to the Pursuit Safety and Officer Technology Fund Account
as a supplemental fee.
Present law (R.S. 30:412(A)(3)) provides for a $7.50 fee for an emergency vehicle
endorsement for any vehicle.
Proposed law modifies present law by increasing the emergency vehicle endorsement fee for
any vehicle from $7.50 to $9.50. Requires $2 of that fee be paid to the Pursuit Safety and
Officer Technology Fund Account as a supplemental fee.
Present law (R.S. 30:412(A)(5)) requires any La. citizen applying for or renewing a Class
"E" driver's license to pay a basic license fee of $20.25, with fees of $5.63 paid to the La.
State Police Retirement System Fund and $1.50 paid to the litter abatement accounted within
the Conservation Fund.
Proposed law modifies present law by increasing the fee for any La. citizen applying for or
renewing a Class "E" driver's license to pay a basic license fee from $20.25 to $22.25.
Requires $2 of that fee be paid to the Pursuit Safety and Officer Technology Fund Account
