LEGISLATION/INSTRUMENTS: (Constitutional Amendment) Requires the notice for a
local or special bill to contain the name of the person responsible for causing the
notice to be published and the name of a member intending to introduce the bill in
certain circumstances
1 A JOINT RESOLUTION
2 Proposing to amend Article III, Section 13(A) of the Constitution of Louisiana, to provide
3 relative to notice of intent to introduce a bill to enact a local or special law; to
4 provide for the contents of the notice; to provide for disclosure of the name of a
5 legislator who intends to introduce a bill to enact a local or special law under certain
6 circumstances; to provide for disclosure of the name of the person who caused a
7 notice to be published if a legislator is not responsible for the notice; to provide for
8 submission of the proposed amendment to the electors; and to provide for related
9 matters.
10 Section 1. Be it resolved by the Legislature of Louisiana, two-thirds of the members
11 elected to each house concurring, that there shall be submitted to the electors of the state of
12 Louisiana, for their approval or rejection in the manner provided by law, a proposal to
13 amend Article III, Section 13(A) of the Constitution of Louisiana, to read as follows:
14 §13. Local or Special Laws; Notice of Intent; Publication
15 Section 13. (A)(1) Except as otherwise provided in this Section, no local or
16 special law shall be enacted unless notice of the intent to introduce a bill to enact
17 such a law has been published on two separate days, without cost to the state, in the
18 official journal of the locality where the matter to be affected is situated. The last
19 day of publication shall be at least thirty days prior to introduction of the bill.

1 (2) The notice shall state the substance of the contemplated law. , and every
2 such bill If the notice is for a bill that affects an area outside of the district of a
3 member of the legislature who intends to introduce the bill, the notice shall include
4 the name of at least one member who intends to introduce the bill. If the notice is
5 caused to be published by a person other than a member of the legislature, the notice
6 shall include the name of the person who caused the notice to be published. Every
7 bill to enact a local or special law shall recite that notice has been given.

9 Section 2. Be it further resolved that this proposed amendment shall be submitted
10 to the electors of the state of Louisiana at the statewide election to be held on November 3,
11 2026.
12 Section 3. Be it further resolved that on the official ballot to be used at the election,
13 there shall be printed a proposition, upon which the electors of the state shall be permitted
14 to vote YES or NO, to amend the Constitution of Louisiana, which proposition shall read as
15 follows:
16 Do you support an amendment to require the notice for a local or special bill
17 to include the name of the person who caused the notice to be published and
18 name of a member of the legislature who intends to introduce the bill in
19 certain circumstances? (Amends Article III, Section 13(A))

Proposed constitutional amendment requires that if the notice is for a bill that affects an area
outside of the district of a member of the legislature who intends to introduce the bill, the
notice shall include the name of at least one member who intends to introduce the bill.
Further requires that if the notice is caused to be published by a person other than a member
of the legislature, the notice shall include the name of the person who caused the notice to
be published.
