1 AN ACT
2 To amend and reenact R.S. 33:2740.70.6(B), (D)(1)(introductory paragraph), (c), and (d)
3 and (2), and (I) and to enact R.S. 33:2740.70.6(D)(1)(f) and (g) and (J), relative to
4 the Ferriday Downtown Entertainment District; to provide relative to the boundaries
5 of the district; to provide relative to the governing board of the district; to provide
6 relative to the membership of the board; to provide relative to the powers and duties
7 of the Concordia Parish Sheriff's Department with respect to the district; and to
8 provide for related matters.
9 Notice of intention to introduce this Act has been published
10 as provided by Article III, Section 13 of the Constitution of
11 Louisiana.
12 Be it enacted by the Legislature of Louisiana:
13 Section 1. R.S. 33:2740.70.6(B), (D)(1)(introductory paragraph), (c), and (d) and (2),
14 and (I) are hereby amended and reenacted and R.S. 33:2740.70.6(D)(1)(f) and (g) and (J) are
15 hereby enacted to read as follows:
16 §2740.70.6. Ferriday Downtown Entertainment District

18 B.(1) The boundaries of the district shall include the area within the
19 following perimeter: Texas Avenue, EE Wallace Boulevard, Mickey Gilley Avenue,
20 and First Street.
21 (2) Notwithstanding the provisions of Paragraph (1) of this Subsection, the
22 boundaries of the district shall also include both sides of Greater Street.

2 D.(1) In order to provide for the orderly development of the district and
3 effect the purposes of the district, the district shall be administered and governed by
4 a seven-member nine-member board of commissioners, referred to in this Section
5 as the "board", composed as follows:

7 (c) The chief executive officer of Concordia Bank & Trust member of the
8 Louisiana House of Representatives who represents District No. 21 shall appoint one
9 member.
10 (d) The chief executive officer of Delta Bank member of the Louisiana
11 Senate who represents District No. 34 shall appoint one member.

13 (f) The Concordia Parish Sheriff's Department shall appoint one member.
14 (g) The governing board of Delta Recreation shall appoint one member.
15 (2) Members shall serve three-year terms after serving initial terms as
16 provided in this Paragraph. Three members shall serve three-year initial terms, two
17 members shall serve two-year initial terms, and two members shall serve one-year
18 initial terms as determined by lot at the first meeting of the board. The four members
19 appointed pursuant to Subparagraphs (1)(c), (d), (f), and (g) of this Subsection shall
20 serve three-year terms after serving initial terms as provided in this Paragraph. Two
21 members shall serve three-year initial terms, one member shall serve a two-year
22 initial term, and one member shall serve a one-year initial term as determined by lot
23 at the first meeting of the board following the appointment of the members.

25 I. The officers of the sheriff's department of the parish of Concordia may
26 patrol the area included within the boundaries of the district and may also make
27 arrests within such area. If the district ceases to exist, the officers of the sheriff's
28 department of the parish of Concordia shall no longer be authorized to patrol the area
29 formerly included within the boundaries of the district or make arrests within such
30 area.

1 I. J. This Section, being necessary for the welfare of the city and its
2 residents, shall be liberally construed to effect the purposes thereof.
3 Section 2.(A) The members of the board of commissioners of the Ferriday
4 Downtown Entertainment District appointed pursuant to R.S. 33:2740.70.6(D)(1)(a), (b), and
5 (e) and serving on the effective date of this Act shall continue to serve until the expiration
6 of their current terms. The successors of such members shall serve three-year terms.
7 (B) The terms of the one member of the board of commissioners of the Ferriday
8 Downtown Entertainment District appointed by the chief executive officer of Concordia
9 Bank & Trust and the one member of the board of commissioners of the Ferriday Downtown
10 Entertainment District appointed by the chief executive officer of Delta Bank shall terminate
11 on the effective date of this Act; however, the members shall remain in office until the board
12 members are appointed as provided in R.S. 33:2740.70.6(D)(1)(c) and (d) as amended and
13 reenacted by this Act and take office.
