1 AN ACT
2 To enact R.S. 22:1807.14(A)(3)(f), R.S. 37: 2150.1(25) and 2156.5, relative to expand
3 certified appraiser qualifications to building consultants; to provide for building
4 consultants requirements; to establish building consultants oversight; to provide for
5 definitions; and to provide for related matters.
6 Be it enacted by the Legislature of Louisiana:
7 Section 1. R.S. 22:1807.14(A)(3)(f) is hereby enacted to read as follows:
8 §1807.14. Appraiser qualifications; conflicts of interest
9 A. To qualify as an appraiser, a person shall meet all of the following
10 criteria:

18 As used in this Chapter, the following terms have the following meanings:

1 (25) "Building consultant" means any person who provides consultation that
2 includes; specialized advice, oversight, guidance, and evaluation related to the
3 design, construction, condition, performance, or repair of buildings.

5 §2156.5. Building consultants
6 A. On and after January 1, 2026, any person who advertises, solicits,
7 undertakes, attempts, offers, or submits a price, bid, quote or estimate to construct,
8 supervise, advise, direct, oversee, or perform any construction, modification, repair,
9 or maintenance of any portion of a building shall hold the classification of building
10 consultant.
11 B. A building consultant shall meet all of the following requirements:
12 (1) Pass the building consultant examination which shall be administered
13 by the board.
14 (2) Meet all other certification requirements of a building consultant.
15 (3) Pay the necessary fees to the board for building consultants.
16 (4) Be subject to the board for oversight, compliance, and sanctions.
17 C. Building consultant is a subclassification of residential construction.
