HOUSE BILL NO. 964

1 AN ACT
2 To authorize and provide for the transfer of certain state property; to authorize the transfer
3 of certain state property in Caddo Parish; to provide for the property description; to
4 provide for the reservation of mineral rights; to provide terms and conditions; to
5 provide an effective date; and to provide for related matters.
6 Be it enacted by the Legislature of Louisiana:
7 Section 1. The commissioner of administration, notwithstanding any other provision
8 of law to the contrary, is hereby authorized and empowered to convey, transfer, assign, lease
9 or deliver any interest, excluding mineral rights, the state may have to all or any portion of
10 the following described parcel of property to Francis Michael Hale:
11 A certain tract of land in Sections 12 and 13, T20N, R16W, Caddo Parish, Louisiana,
12 belonging to the State of Louisiana, lying below the 173.09 foot contour, comprised
13 of approximately two (2) acres, more or less, being that parcel of land situated
14 between the land now owned by Francis Michael Hale and the water's edge of Caddo
15 Lake.
16 Section 2. The commissioner of administration is hereby authorized to enter into
17 such agreements, covenants, conditions, and stipulations and to execute such documents as
18 necessary to properly effectuate any conveyance, transfer, assignment, lease or delivery of
19 title, excluding mineral rights, to the property described in Section 1 of this Act, and as more
20 specifically described in any such agreements entered into and documents executed by and
21 between the commissioner of administration and Francis Michael Hale, in exchange for
22 consideration proportionate to the appraised value of the property.

1 Section 3. This Act shall become effective upon signature by the governor or, if not
2 signed by the governor, upon expiration of the time for bills to become law without signature
3 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If
4 vetoed by the governor and subsequently approved by the legislature, this Act shall become
5 effective on the day following such approval.
