2 To amend and reenact R.S. 17:3914(C)(3), relative to early childhood education; to provide
3 relative to student identification; to require the state Department of Education to
4 assign early childhood education identification numbers to children enrolled in
5 certain programs; to provide for implementation; and to provide for related matters.
6 Be it enacted by the Legislature of Louisiana:
7 Section 1. R.S. 17:3914(C)(3) is hereby amended and reenacted to read as follows:
8 §3914. Student information; privacy; legislative intent; definitions; prohibitions;

13 (3) By not later than May 1, 2015, the The state Department of Education
14 shall develop a system of unique early childhood education identification numbers
15 and student identification numbers. An identification number shall not include or be
16 based on a social security number. A student shall retain his identification numbers
17 for his tenure in early childhood programs and public elementary and secondary
18 schools in Louisiana. Identification numbers shall be assigned as follows: By not
19 later than August 1, 2015, each
20 (a)(i) The state Department of Education shall assign an early childhood
21 education identification number to every child participating in a publicly funded
22 program at a prekindergarten program at a school or an early learning center as
23 defined in R.S. 17:407.33.

1 (ii) The state Department of Education may assign a early childhood
2 education identification number to every child participating in a program that does
3 not receive public funds at a prekindergarten program at a school or an early learning
4 center as defined in R.S. 17:407.33 whose parent or legal guardian has agreed to
5 provide the necessary information for assignment of a number.
6 (b) Each local public school board shall assign such a student identification
7 number to every student enrolled in a public elementary or secondary school, unless
8 the student already has a number assigned to him from his enrollment in an early
9 childhood program. By no later than December 31, 2027, each local public school
10 board shall link each early childhood education identification number assigned by
11 the state Department of Education to the corresponding student's student
12 identification number for the purposes of research and analysis of early childhood
13 programs. Student identification numbers shall not include or be based on social
14 security numbers, and a student shall retain his student identification number for his
15 tenure in Louisiana public elementary and secondary schools.

17 Section 2. The provisions of this Act shall be initially implemented no later than
18 August 1, 2027.
