A CONCURRENT RESOLUTION
To express support for the continued operations of the Louisiana National Guard at Camp
Beauregard and to commend the accomplishments of the Louisiana National Guard
Youth Challenge Program.
WHEREAS, Camp Beauregard is located in Pineville, Louisiana, and has a long
history of supporting the training and mobilization of the United States military that dates
back to World War I and continues through present-day; the installation serves as the
primary annual training and pre-mobilization training platform for the Louisiana National
Guard; and
WHEREAS, the mission of Camp Beauregard is to support federal and state military
and emergency operations; and
WHEREAS, Camp Beauregard provides quality training and training support
resources and facilities for pre-mobilization and post-mobilization; the camp also serves as
both a staging base and logistical staging area for various emergency response agencies
during times of state and federal emergencies; and
WHEREAS, Camp Beauregard hosts one of the three Louisiana National Guard
Youth Challenge Programs, which works to instill values, life skills, education, and self-
discipline in Louisiana's youth; the program is an alternative educational program that offers
youth, from ages sixteen to eighteen, the opportunity to change their future, and it is geared
towards students seeking a way to succeed outside of a traditional school setting while
working to obtain a high school equivalency diploma; and

WHEREAS, the Louisiana National Guard Youth Challenge Program encourages
teamwork, personal growth, and development through eight core components: life coping
skills, academic excellence, job skills, responsible citizenship, leadership/followership,
health and hygiene, service to the community, and physical fitness; and
WHEREAS, the Youth Challenge Program is a seventeen-month program consisting
of two phases: a five-month residential phase and a twelve-month post-residential phase;
during the residential phase, students live on-site at one of three locations: Camp Minden
near Shreveport, Camp Beauregard Training Center, and The Gillis W. Long Center near
Baton Rouge; during phase one, students attend school and receive counseling and twenty-
four-hour supervision; and
WHEREAS, after graduation, students return home to begin a twelve-month post-
residential phase; this phase is designed to help students continue in a positive direction, and
graduates are assisted by Youth Challenge Program case managers and community mentors
to continue their education, enroll in college, begin job training, find employment, or enlist
in the military; and
WHEREAS, the Louisiana National Guard at Camp Beauregard is most deserving
of the highest recognition for its longstanding efforts to support the United States military
and Louisiana's youth.
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
express support for the continued operations of the Louisiana National Guard at Camp
Beauregard in Pineville, Louisiana, and does hereby commend the accomplishments of the
Louisiana National Guard Youth Challenge.
